The proposed assisted living facility is estimated to generate 164 daily traffic trips36 with <br /> approximately 10 AM Peak Hour trips,23 school PM Peak Hour trips, and 17 PM Peak Hour trips, a <br /> net increase of nine AM trips, 12 school PM trips, and 16 PM trips. Projects that generate less than 100 trips in either peak hour <br /> are presumed to have a less than significant impact on the LOS of local intersections that would carry <br /> project traffic. The net new trips associated with the proposed project are well below the CMP <br /> threshold. Nevertheless, an analysis of the El Camino ReaUOakwood Avenue intersection was <br /> completed to ensure that increased traffic trips resulting from the project would not impact the <br /> operation of the study intersection or Oakwood Avenue. <br /> The study intersection currently operates at LOS C. A significant impact would result if project <br /> traffic caused the intersection to degrade to LOS E or F. For local residential streets, a five percent increase in daily <br /> traffic volume would be considered a significant impact. The proposed project would add <br /> approximately 25 daily trips to Oakwood Avenue which is one percent of the total volume. <br /> Therefore,the increase in traffic volumes will not have a significant impact on Oakwood Avenue. <br /> The project will have a less than significant level of service impact on local intersections and <br /> roadways.
