Adopt a Resolution, (1) denying the appeal of Andy Saberi, Andy's BP, Inc. and Fifth <br /> Avenue Enterprises, Inc. and (2) granting the appeal of Costco Wholesale Corporation, <br /> thereby modifying the Planning Commission's Approval of the Costco Gasoline Station <br /> Expansion Project to allow for a 20 fueling position gas station after considering <br /> Addendum No. 2 and the 2007 EIR. <br /> RESOLUTION 15249 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY DENYING <br /> THE APPEAL FILED BY ANDY SABERI, ANDY'S BP, INC. AND FIFTH AVENUE <br /> ENTERPRISES, INC., GRANTING THE APPEAL OF COSTCO WHOLESALE <br /> CORPORATION, AND MODIFYING THE PLANNING COMMISSION'S APPROVALS OF A <br /> USE PERMIT MODIFICATION AND A NEW ARCHITECTURAL PERMIT FOR THE COSTCO <br /> GASOLINE STATION EXPANSION PROJECT AT 2300 MIDDLEFIELD ROAD <br /> M/S Seybert/Ira to adopt the revised resolution as submitted. <br /> One Council Member commented that he will vote against it because he supports 16 <br /> pumps as recommended by the Planning Commission. Another Council Member said <br /> she will take that same position because she believes it is a better approach to go for 16 <br /> versus 20 pumps. Yet anotherCouncil Member shared that she too will vote against it <br /> because of the nuanced layers of business needs and residents' needs. She believes <br /> that the 16 pumps would have worked out and she expressed her sentiments in regards <br /> to being a good corporate citizen and how being part of the community you serve is also <br /> something that should be considered. This Council Member believes in compromise, <br /> and she believes that 16 pumps would be a good compromise. <br /> Mayor Aguirre said that she will support the motion, because she has done the math <br /> and more pumps will offer more choices and make the flow smoother. <br /> Motion carries 4-3 by electronic vote with Council Members Bain, Pierce and <br /> Foust opposing. <br /> B. Comprehensive 2013 Zoning Ordinance and General Plan Land Use <br /> Designation Amendment <br /> Mr. Blake Lyon, Planning Manager, presented the report (on file). Vice Mayor Gee had <br /> some clarifying questions and statements regarding the importance of certifying City's <br /> Housing Element and also thereby streamlining the process and concentrating more on <br /> implementation. Ms. Thompson, City Attorney, spoke on the importance of this act and <br /> how it relates to compliance with state law, access to state funding, and reducing the <br /> potential for lawsuits. <br /> Public Comment <br /> Natalie Mattei, real estate manager with Safeway, said she oversees land use on the <br /> Peninsula and she thanked staff for the new zoning language and the good working <br /> relationship as it relates to their existing operations. She spoke in favor of this item. <br /> Shauun Cartwright, representing Peninsula Direct Action, said she is heartened that the <br /> elderly and homeless will be cared for by new zoning, but is concerned about the lack of <br /> low income housing.
