6.1.A. - Page 9
includes Pete's Harbor and possibly Docktown, are being displaced and losing housing
in the city due to decisions being made at this level.
Leslie Webster, representing Save's Pete's Harbor, expressed her concern against the
Paul's Corporation evicting people from the marina and the loss of at least 500
affordable housing units. She is concerned that the Housing Element does not address
affordable housing and opined that people should get help to live here and not be
pushed out.
Ronald Freeman said there is a need for affordable, high density housing for low
income people, such as apartments, duplexes, and multiplexes. He questioned why
developers are so interested in this area. He opined that the Mel's Bowl project was a
huge hit against affordable housing; he does not want decisions like that where it does
not benefit the community in terms of housing. He does not want residential
neighborhoods rezoned.
James Lee said he wants stronger language in Commercial Parks District Zoning
Amendment in regards to the water front, areas of sea level rise and impacts on the
community. He also wants the city to work more with the State Lands (Commission)
and Bay Conservation and Development Commission. He shared concerns regarding
the lack of affordable or Below Market Rate housing and consideration of the
community when reconfiguring the city.
Lyn Chow Jonas spoke about learning a lot about the city in talking with neighbors, and
how she and her husband believe in being vested members of the community, such as
helping those in need at the homeless shelter. She spoke favorably about the zoning
changes and having people come up and communicate as in a balanced and civil way.
She believes in compromise and respect.
Tom Linebarger shared his view that the city has low income housing in trailer courts
and on the water, but 500 units were lost and are now irreplaceable on the water. He
spoke about the importance of keeping a mix that includes low income housing. He
opined that even when low income housing is built, it can be limited and cost more than
most people can afford. He said he looks to Council to stand up for people and to not
divert decisions to the state or county, and that boat houses are an important resource
particularly with sea level rise.
M/S Gee/Seybert to close the Public Hearing. Motion carried unanimously by voice
vote.
Recommendation:
1. Hold a Public Hearing.
2. Adopt a Resolution to amend the General Plan land use designation of APN 059-172-
370 from "High Density Residential" to "Mixed Use — Neighborhood."
RESOLUTION No. 15250 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY TO
AMEND THE STRATEGIC GENERAL PLAN OF THE CITY OF REDWOOD CITY TO CHANGE
CITY COUNCI L March 11, 2013
MEETING MINUTES PAGE 9
