6.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 3, 2013 <br /> SUBJECT <br /> Award of Contract — Massachusetts Avenue and Arizona Way Intersection <br /> Improvements Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Massachusetts Avenue and Arizona Way Intersection Improvements Project to JJR <br /> Construction, Inc of San Mateo, for their responsive and responsible low bid of <br /> $139,379.75 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded, not to exceed $153,317.73. <br /> BACKGROUND <br /> The Massachusetts Avenue and Arizona Way Intersection Improvements Project was <br /> developed with the assistance of the Redwood City School District and the Henry Ford <br /> Principal and Parent Teacher Association. <br /> The project consists of the installation of pedestrian improvements on Massachusetts <br /> Avenue at Arizona Way for an existing crosswalk adjacent to Henry Ford Elementary <br /> School. The project includes installation of: crosswalk warning light system and <br /> coordinated flashing signs; realigned crosswalk to minimize crossing length; raised curb <br /> median for pedestrian refuge area; curb bulb-outs with ADA ramps; new streetlight; and <br /> refreshed pavement markings as needed. These improvements will increase safety and <br /> convenience for pedestrians crossing Massachusetts Avenue, including Henry Ford <br /> school children, which will facilitate and encourage more walking in the area. <br /> Work on this project is anticipated to begin early July and conclude at the end of <br /> August. Residents and property owners will receive notification of proposed roadway <br /> work as scheduled by direct mail. Updates on the progress of construction will be <br /> available on the city's website. <br /> ANALYSIS <br /> The purpose of this project is to improve the safety of pedestrian crossings at the <br /> intersection of Massachusetts Avenue and Arizona Way in front of Henry Ford School. <br /> Please see attached location map. <br /> Three (3) bids were received for the Massachusetts Avenue and Arizona Way <br /> Intersection Improvements Project on May 15, 2013. The bid results are summarized in <br /> the table below. <br />
