6.1.A. - Page 7 <br /> 8. STAFF REPORT(S) <br /> A. Update on the Redwood City proposal to San Carlos to provide full <br /> Fire and Emergency Services <br /> Recommendation: <br /> Receive an update on the Redwood City proposal to San Carlos. <br /> Chief Skinner provided opening remarks and expanded on details on the proposal <br /> Redwood City is making to the City of San Carlos (presentation on file). In addtion, <br /> Chief Skinner provided a full history of the facts and how this partnership came to pass. <br /> He provided specifics about the staffing and who keeps ownership of what. He shared <br /> the highlights of what Redwood City is to provide to the City of San Carlos. He noted <br /> that this has not been an easy road but everybody stepped up and is delivering. Ms. <br /> Rebecca Mendelson, staff from the City of San Carlos addressed the Council and <br /> shared the satisfaction with this partnership so far. She added that this regionalization <br /> approach through this shared services model has really worked for San Carlos. <br /> One Council Member inquired about the overtime issue and who will be monitoring that <br /> and the responsibility for retirement. Chief Skinner provided information on how he <br /> plans to deal with this and he provided information on what would be the ideal staffing <br /> model to avoid the overtimes situation. He believes the partnership with San Carlos will <br /> make it easier and now he has a Deputy Fire Chief, which is extremely helpful. City <br /> Manager Dr. Bell wanted to note two items: the long term opportunities that are related <br /> to the location of stations, and in the short term the deep bench and handling retirement <br /> costs, in addition what staff has done was to hire an actuarial expert to analize the <br /> retirement costs. One Council Member spoke about a particular station that does not <br /> get a lot of calls and that might provide an opportunity. It was also suggested thatstaff <br /> contact the Woodside Fire. Chief Skinner agreed with the comments and noted that <br /> staff is working on all these matters. <br /> Another Council Member noted that taking the borders down can be a positive issue <br /> and he appreciates the leadership role that staf has taken. Another Council Member <br /> said that the Fire Chief has been very good about keeping the Council informed and <br /> there haven't been any complaints. Another Council Member thanked staff for <br /> embracing regionalization. Vice Mayor Gee thanked both organizations and <br /> emphasiszed that this is a significant accomplishment for both Councils. Furthermore, <br /> he would like to have each organization clarify what success looks like and reflect upon <br /> its components — is it response time, staff retention, etc. Chief Skinner noted that <br /> success is a moving target and staff will clarify that notion. He also was appreciative of <br /> Dr. Bell's support and leadership. Mayor Aguirre thanked everybody for the <br /> collaboration and she appreciates this approach. <br /> 9.
