6.1. B. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the Cit Mana er
June 10, 2013
SUBJECT
Amendment No.2 to professional services agreement with Royston Hanamoto Alley &
Abey (RHAA) for landscape architectural design services for the Mezes and Jardin de
Ninos Parks Renovation Project.
RECOMMENDATION
Approve, by motion, Amendment No.2 for $31,070.00 to the Professional Services
Agreement with RHAA for additional landscape architectural design services for the
Mezes and Jardin de Ninos Parks Renovation Project.
BACKGROUND
On September 19, 2011, the City Council approved and authorized the execution of an
agreement with RHAA for landscape architectural design services for the Mezes and
Jardin de Ninos Parks Renovation Project for a total amount of $93,203 and authorized
the City Manager to increase the contract amount up to 10%, if necessary. On January
18, 2013, the City Manager authorized Amendment No.1 for the amount of $9,050
which is 9.7% of the contract amount for a combined total of $102,253.
The scope of services under Amendment No.1 of the original agreement for Mezes Park
was expanded to include civil engineering, project coordination for the design and
specifications of the utility connections to the proposed restroom, and construction
administration services. The scope of the original agreement under Amendment No.1
for Jardin de Ninos Park was expanded to include structural engineering services for
the design of the entry gate and footings and design calculations for the entry gate
posts and rails associated with the new entry arbor.
ANALYSIS
The Mezes Park Renovation design plans called for new concrete walks near several
very old trees. Construction of the park began and the demolition of the existing
pathways and sidewalks exposed the large surface roots. The installation of the new
walkways, which require excavation and compaction of the existing soil to prepare for
concrete, would have damaged the roots and likely killed the trees. It was determined
by staff that the proposed pathways required a different configuration to avoid root
damage to the trees, including the Oak Tree near the tank.
The scope of services under Amendment No.2 for Mezes Park has been expanded to
provide revisions to the construction drawings. Revisions to the walkway configuration
