B. - Page 2 <br /> triggered changes to the majority of the construction plan sheets, including the grading <br /> plan, the layout plan, the construction plan and details, the planting plan, the irrigation <br /> plan, and the electrical layout. The additional design revisions to the construction <br /> documentation and the construction administration and support by RHAA have provided <br /> the necessary direction to the contractor to build the park without the loss of large trees. <br /> Because of the additional design services required to complete Mezes Park, there are <br /> insufficient funds in the Agreement with RHAA to complete the design documents for <br /> Jardin de Ninos. The Jardin de Ninos Park design initially assigned a portion of the <br /> design and construction work at the park to an artist. Ultimately, it was determined that <br /> the art work would be done by the artist, Interplay Design, Inc., offsite and that the <br /> construction work (concrete, plumbing, and electrical) to receive the artwork would be <br /> done by a contractor. Because of this change, the construction documentation work by <br /> RHAA was reconfigured to clearly designate work to be performed by a contractor and <br /> the work to be done by the artist. <br /> The scope of services under Amendment No.2 for Jardin de Ninos Park Renovation <br /> Project has been expanded to provide revisions to the construction drawings to include <br /> the additional scope of work for the contractor and to incorporate the fountain, plaza, <br /> and seat wall shop drawings by Interplay Design into the construction documentation by <br /> RHAA. Additional construction administration time is also anticipated for the <br /> coordination of the general contractor and the art team for the construction and <br /> installation of the retaining wall and fountain. <br /> The Jardin de Ninos Park Renovation Project will bid this summer. <br /> ALTERNATIVES <br /> Council may choose not to approve Amendment No. 2. <br /> FISCAL IMPACT <br /> Funds for the design of both parks have been appropriated in the Capital Improvements <br /> Program from the Restroom Replacement Program and the Play Equipment <br /> Replacement Program which have an available balance of $342,255.96 as of May 14, <br /> 2013. There is also a total balance of $239,481.93 allocated from the Mezes Park <br /> Renovation and Jardin de Ninos Renovation accounts. In addition, $250,000.00 from <br /> the GR Cress Bird Bath Fund for the fountain and plaza is available for Jardin de Ninos <br /> Park Project. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the Mezes Park <br /> Renovation Project meets the CEQA exemption criteria as set forth in Section 15302, <br /> ("Replacement or Reconstruction"). Furthermore, this project has been designed <br /> compliant with the City's Engineering Standards and accepted landscape architectural <br /> practices. <br />
