7.A. - Page 4
Mailed approximately 26,000 notices of the increase according to the Proposition
218 notification processes on March 22, 2013, and a revision on April 26, 2013,
to property owners.
Posted all of the above information on the City's website.
Placed a public notice of this public hearing to consider the rate change in the
local newspaper on May 31, June 5, and June 7, 2013.
To date, the City received 74 letters protesting the water service charge increases.
ALTERNATIVES
According to the requirements of Proposition 218, the City must receive protests from
more than fifty (50) percent of current property owners and rate-paying customers on
record to negate the proposed rate increases. The City Council could reject or revise
the recommended rate increase regardless of the number of protest letter received.
FISCAL IMPACT
If Council approves the recommended changes, a Redwood City residential customer's
bi-monthly water utility bill will increase by $11.28 from $125.38 to $136.66 effective
August 1, 2013. This estimate is based on a residential customer with 12 Hundred
Cubic Foot (HCF) of water usage per month.
ENVIRONMENTAL REVIEW
This ordinance is statutorily exempt from the California Environmental Quality Act
(CEQA) review pursuant to Public Resources Code section 21080(b)(8). The City
Council finds that the water service charges are for the purpose of ineeting operating
expenses, including employee wage rates and fringe benefits, purchasing or leasing
supplies, equipment, or materials, meeting financial reserve needs and requirements,
and obtaining funds for capital projects necessary to maintain service within existing
service areas.
i
TERENCE KYAW
ASSISTANT PUBLIC WORKS DIRECTOR

BILL EKERN
COMMUNITY DEVELOPMENT DIRECTOR

ROBERT B.
