6.1.K. - Page 2 <br /> Evaluation criteria for the proposals included: <br /> • Compatibility with existing Sensus FlexNet AMI Network <br /> • Compliance with industry performance standards <br /> • Compatibility with established City standards and programs <br /> • Ease of installation and maintenance <br /> • Warranty and useful life of equipment <br /> • Cost <br /> Invitations were sent to seven qualified meter manufacturers and distributors, and a <br /> notice of the bid opening was published in The Daily News on Wednesday, February <br /> 27, 2013. Responses were received from five qualified water meter vendors including <br /> one letter of interest with no bid and two bid proposals. The two bid proposals were <br /> evaluated for completeness with respect to the provisions of the RFP, and one proposal <br /> was rejected for failure to submit all the required documentation. <br /> Invitations to Bid <br /> Golden State Flow Measurement Inc. Bid Accepted <br /> Western Nevada Supply Co. Bid Rejected <br /> Badger Meter No Bid <br /> Neptune Technology Group Inc. (Equarius No Bid (verbal) <br /> Waterworks) <br /> Itron Inc, No Bid <br /> Elster/Amco Water Metering Systems Inc. No Response <br /> Hersey Meters Inc. No Response <br /> Golden State Flow Measurement Inc. (GSFM) of Eldorado Hills, CA was the sole <br /> responsible bidder. The bid proposal submitted by GSFM was evaluated and found to <br /> meet all criteria of the RFP. Of the bid options provided by GSFM, the option for a 2- <br /> year contract was selected to be in the best interest of the City. This bid option includes <br /> tiered bracket pricing for purchasing large quantities of ineters in the short term, and the <br /> option to renew the contract for two additional 2-year terms. At each term renewal price <br /> increases are set at the lesser of the manufacturers nationally published price increase <br /> per item or 3%. If renewed for two additional terms the total duration of the agreement <br /> will be 6 years. <br /> Public Works staff plans to convert the water meter population to AMI over the next six <br /> to seven years while continuing manual meter reading and providing customer service. <br /> Staff will replace approximately 2500 meters annually until all manually-read water <br /> meters are converted to AMI. The anticipated cost for meters and AMI transceivers for <br /> the initial two (2) year term of this agreement is $1,799,950. The City may elect to <br /> renew the contract for a second and third term for a maximum of three (3) terms, or six <br /> (6) years. The intent of the agreement is to provide a reliable source of materials for the <br /> meter replacement project.
