6.2.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 24, 2013 <br /> SUBJECT <br /> Resolution of local support for the Middlefield Road Streetscape Project - OBAG Grant <br /> application <br /> RECOMMENDATION <br /> 1. Adopt a "Resolution of Local Support" authorizing the filing of an application <br /> for funding assigned to the Metropolitan Transportation Commission, <br /> committing the necessary non-federal match, and stating the assurance to <br /> complete the Middlefield Road Streetscape Project. <br /> 2. Authorize, by motion, the City Manager to execute related grant documents and <br /> accept funds for the Middlefield Road Streetscape Project, if awarded. <br /> BACKGROUND <br /> In October 2012 the City/County Association of Governments (C/CAG) issued a call for <br /> projects for the Bicycle and Pedestrian Improvements projects under the Metropolitan <br /> Transportation Commission (MTC)'s OneBayArea Grant (OBAG) Program. The goal of <br /> this program is to continue to build out bicycle and pedestrian improvements to better <br /> connect San Mateo County to local destinations and the multimodal transportation <br /> network. This program aims to improve air quality by reducing vehicle trips and projects <br /> must not be exclusively recreational in nature as they should be commute oriented as <br /> required for eligibility for federal Congestion Mitigation and Air Quality Improvement <br /> (CMAQ) Program funds. The OneBayArea Grant program will be administered by <br /> county congestion management agencies or other designated countywide agencies. For <br /> San Mateo County, C/CAG is the designated agency. In May 2013, the C/CAG Board <br /> recommended funding Redwood City's application for the Middlefield Road Streetscape <br /> P roj ect. <br /> ANALYSIS <br /> Redwood City submitted an application for OneBayArea Grant funds in the amount of <br /> $1,000,000 for streetscape improvements to Middlefield Road between MacArthur <br /> Avenue and Main Street. MTC requires that project sponsors adopt and submit <br /> resolutions supporting the projects; these resolutions are due to MTC by the end of <br /> June 2013. <br />
