6.2.A. - Page 2
The Middlefield Road Streetscape Project is a follow-on project to the planned
undergrounding of the utilities scheduled for 2015-16. The total estimated cost of the
streetscape project is approximately $6.6 million. In addition to the requested grant
funds, the City would contribute $752,000 in grants funds generated by the transit
oriented development of 640 Veterans Boulevard and 2580 EI Camino Real. These
grant funds were awarded because the projects support the City's Downtown Priority
Development Area. The City would also provide approximately $5 million in other
matching funds from street programs and other capital project funds.
The Middlefield Road Streetscape Project proposes improvements along this multi-
jurisdictional commute corridor. The Project will increase the overall functionality and
safety of the street for people riding buses and bicycles. A major objective of the Project
is to improve the walkability of the neighborhood to encourage residents to walk to
Downtown rather than drive. Consistent with the San Mateo County Office of
Education's Safe Routes to Schools project, the improvements to this corridor will also
serve students who live north of Woodside Road, but attend Hoover Elementary School.
The proposed improvements include wider sidewalks, sidewalk extensions (bulb-outs),
high visibility crosswalks, new bus stops and shelters, pedestrian-scale street lighting,
street trees, bicycle lanes, bike racks, and overall urban connectivity.
ALTERNATIVES
City Council may choose to not adopt a resolution of support for the MTC OBAG
program.
FISCAL IMPACT
The estimated cost of the Middlefield Road Streetscape Project is approximately $6.6
million, of which 16% is anticipated to be provided by OBAG program funding. The
remaining funding will be provided by various programs under the Gas Tax Construction
Fund and the Traffic Impact Mitigation Fees Fund. No General Fund resources are
anticipated to be used to fund this project.
ENVIRONMENTAL REVIEW
Actions associated with applying for and accepting funding do not constitute a project
pursuant to the California Environmental Quality Act guidelines. Additional
environmental review will be completed for the projects as required by state and federal
law.
i,n (11,^y..
✓---

JESSICA MANZI
SENIOR TRANSPORTATION COORDINATOR
