The Task Force felt these items should be the first <br /> orders of business if a new board is established. <br /> Related to the question of the future actions of a new board, when the City of San <br /> Carlos approved the 2nd Amendment on June 10, it included the appointment of a <br /> technical advisory committee in its amendment to the JPA Agreement as well as the <br /> provision that the SBWMA code of conduct apply to the JPA Board members. In order <br /> to remain consistent with the direction of the BRTF and the amended agreement that <br /> has been circulated to the member agencies, this staff report proposes that the <br /> Redwood City City Council act on these additional items related to a technical advisory <br /> committee and code of conduct separately from the resolution amending the agreement <br /> and instead indicate its support through a motion. This will provide direction to the new <br /> board, if and when seated, leaving to that body the responsibility for drafting these <br /> further amendments to the JPA Agreement. <br /> If the City Council approves the amendment to the SBMWA JPA Board composition, <br /> staff recommends that it also select from the Council a representative to serve on the <br /> JPA Board and an alternate to attend meetings in that person's absence. In consultation <br /> with the Mayor, Councilmember Jeff Ira is being recommended to serve as the City's <br /> representative. Councilmember Ira served and chaired the Blue Ribbon Task Force and <br /> his experience and knowledge related to SBWMA will be very valuable to the new board <br /> over their first few months of work. Mayor Aguirre is being recommended as an <br /> alternate. Mayor Aguirre served on the City's Utilities Committee which reviews and <br /> makes recommendations to the full Council on such things as trash rates, contracts and <br /> services related to solid waste and recycling. <br /> ALTERNATIVES <br /> The Council could decide not to approve the amendment to the SBWMA JPA <br /> Agreement, leaving the Board composition as it is. <br /> FISCAL IMPACT <br /> There is no direct fiscal impact associated with the recommended actions. <br /> ENVIRONMENTAL REVIEW <br /> The actions proposed in this report do not constitute a project pursuant to the California <br /> Environmental Quality Act (CEQA). <br /> . <br /> ��,��.c.�,��`'',�`��� <br /> AUDREY S.
