Counci[ Member Ward�n said that in Z007 Be[mont passed a resolution asking for elected officials ta be an the <br /> Board and he would like fo F�ave the option of"allowing"elected afficials on the Board, but not to make it mandatory. <br /> Councii Member Warden believes he has tF�e suppor�of his Caun�il to�ote on ha�ing elected ofFcials on the Bqard. The <br /> �ote requiremenfi to make that happen was disc�ssed. Mr. MtCarthy, Executive birector of the SeWMA,sYated from the <br /> audience,that the�ote requirement is 2/3 vote, which equates to eight�otes. Mayor Frisella said that at�he time they did <br /> not think that was necessary and it was a personal choice. Mayor Frisella confirmed that as she �ears the issues they might <br /> now ha�e a different perspecti�e. <br /> Council Member Ira made a suggestion to have an O�ersight Board look at the larger items and to provide direction to the <br /> SBWMA Board. This would be a Board that would h�re the Executive Director and approve the budget. Mayor Benton said <br /> that the eiected �nes are the ones setting the rates but they ha�e no control, and so he concurs with having a choice to <br /> ha�e elected ofFicials on the Board because they need ta do the explaining ta the people. Mayor Grassilli said that <br /> regardl�ss of who is on the 8oard, it is irrefevanf because the rates are the rates. Mayor Grassilli does not think it is as <br /> controllable as we think it might be. Council Member Warden added that some rates, [ike tha transf�r rates, could be set. <br /> Mayor Bentan said but the Board is the�one that approves the budget, the costs are in th�6udget, and ti�ey ha�e the power <br /> ta take multiple actions. Mayor Grassilli concurred with such argument. Council Member Warden said that the Board of <br /> Directors has a lot of power but when the rates are raised it is the Council that is being accountabie. Co�ancil Member Ira <br /> saic!that residents care about two things(1) cosk and (2) services, and so he woufd like to ha�e a little input and be able to <br /> say"this is the ]owest cost". Mayor Benton said that it is hard to ask people to do more recycling and composting and then <br /> raise their rates—he believes the model is braken. Mayor Benton provided details on the trends in Hillsborough and how <br /> green waste is a serious cancern because they have large lots, and he added details about a set charge that city instituked. <br /> Council Member Ira noted that if you downgrade,then it wili cost the city rrtoney. Ms. Dehn suggested some exammation <br /> of future costs and consideration of optians from a technofogical perspecti�� and for the long run. De�uty Mayar Ross <br /> wanted ta knaw if the decisions take place at fihe higher level, what areas in the caunty might be able to assisr and should <br /> we start a dialogue about this. Vice Mayor Brawnrigg�hanked the City of Rerfwood City for this initiative and to have the <br /> abifity to discuss this matter without pre-judgmg the process. Vice Mayor Brownrigg inquired what is th�current mission or <br /> purpose of SBWMA as listed on the agenda, and he would [ike to hear what that means. Vi�e Mayor Brownrigg also said <br /> that the current Board might need to be informed depending on the recommendations and especially if elected offtcials <br /> should be on the Board, and then pass the baton to the Board for them to decide. Council Member Warden concurred on <br /> the need to define the process down�he road. <br /> It was asked that Council Member Ira explain the meaning of the Current Mission or Purpose of SBWMA as fisted on the <br /> agenda. Co�ncil Member Ira elaborated on the mission of the SBWMA and what it means. Council Member Ira also spo�e <br /> about the need for partnerships and how Recology is very supportive of cities and maybe looking at having SBWMA giving <br /> back to the cammunities it serves and e�aluates the ser�ice levels it pro�ides. Council Member Tra also added that thi5 is a <br /> way for multiple jurisdictions ta brain storm and share ideas and t�at a!E cities are on the same 6oat and have to deal with <br /> the same increases. <br /> Supervisor Groam said tE�at what bothers people is that peaple ha�e been very compfiant and responsive to recycling and <br /> compasting and then the rates stifl go up. Ms. Groom said this equation is hard to explain and jusfify, and in particular, she <br /> addressed the area of North Fair Oaks and how this is a more chal3enged area. Council Member Ward�n said that the <br /> service is good but they don t lo�e the pri�es. Mayor Benton and Vice Mayar Brawnrigg said that it seems like everybody <br /> wants to add governance but the opposing point of�iew should also be heard anc!considered. Council Member Warden <br /> said that it is important to ha�e each city clarify what is it that they want; and, i�e believes that having stafF present is <br /> important b�t on big issues maybe it should ga ta the City Council. Council Member Warden feels staff should come ta City <br /> Counci] and inform it af what is happening. <br /> There was soms discussion about the model of sitting efected afficials and staff on the same Board side by side. Council <br /> Member Warden believes�i�at adding some leve! of policy contro[would 6e important, ar�d he added that each city sF�ould <br /> "allow"the representation of an elected ofFtia[ but not mandate it. Dr. Bell noted that it would place staff in a peculiar <br /> position,serving side by side,with elected officials, and so staff could look at difFerent governance rnodels to ha�e examples <br /> to share with this 6ody. Mayor Frisella suggested looking at the Library Joint Powers Authority(JPA) and Cou�cil Member <br /> Warden concurred. Nfaypr Benton pro�ided some input on the history of its representation (Finance Director was the <br /> representati�e)and how he feefs i�is impo�tant for elected ofFicials to be represented. Deputy Mayor Ross said that�e has <br /> heard from stafF and the mix and match model might be uncomfortable for s�aff. Mayar Frisefla does not think it should 6e <br /> al[ elected and maybe it is a different layer that is added. Council Member Ira said that this would be brought back and he <br /> b�lie�es that maybe it shoufd be all elected offcials. <br /> It was confirmed by genera! consensus that Counc�l Member Tra is the Chair.
