8.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 24, 2013 <br /> SUBJECT <br /> Approve an Amended and Restated Agreement for Fire Services with the City of San <br /> Carlos, approve the Transfer of Personnel Agreement <br /> RECOMMENDATION <br /> Adopt a Resolution (1) approving, and authorizing the City Manager to execute, the <br /> Amended and Restated Agreement between the Cities of Redwood City and San Carlos <br /> for Fire and Emergency Services and authorizing the City Manager to negotiate and <br /> execute an annual updated Exhibit C to the Amended and Restated Agreement, and (2) <br /> approving, and authorizing the City Manager to execute, the Agreement for the Transfer <br /> of Fire Services Personnel from the City of San Carlos to City of Redwood City. <br /> BACKGROUND <br /> At the time Redwood City and San Carlos (the "Participating Agencies") entered into the <br /> Agreement, it was agreed that San Carlos would maintain and staff its Fire Department <br /> while Redwood City would provide management and administrative support. Since the <br /> San Carlos Fire Department was re-established and began to operate, on October 1, <br /> 2011, Redwood City staff has been providing oversight to ensure San Carlos meets the <br /> minimum apparatus staffing requirements. <br /> On July 9, 2012, the San Carlos City Council directed staff to begin negotiations with <br /> the City of Redwood City for an expansion of the contract for Fire Services into a full <br /> service agreement. In the interim, Participating Agencies executed a Second <br /> Amendment to the Agreement, effective August 13, 2012, to allow the Agencies to <br /> provide personnel from either agency to augment the staffing of the other agency on a <br /> critical needs basis. On February 19, 2013, the San Carlos City Council, by resolution, <br /> authorized the City Manager to negotiate with the City of Redwood City for Fire and <br /> Emergency Services. <br /> Representatives from both cities have met frequently to fine tune the agreement. The <br /> resulting amendment will allow the City of Redwood City to provide full Fire and <br /> Emergency Services at a reasonable cost to the City of San Carlos while also producing <br /> cost savings and/or additional revenue for Redwood City. In addition to the economic <br /> benefits, pursuing the model of combined or regionalized services is aligned with <br /> Council's strategic initiative of effective government operations. <br />
