8.B. - Page 2 ANALYSIS The purpose of Amending and Restating the Agreement is to facilitate the transfer of programs, costs and personnel from the San Carlos Fire Department to the Redwood City Fire Department. The full service model proposed to the City of San Carlos is similar to the existing agreement. The full service model includes the following services: • Fire Administration Services • Command and Operational Services • Fire Prevention, Code Enforcement and Investigation Services • Emergency Preparedness Services • Training Services San Carlos will pay an estimated first year amount of $5,570,024, for Redwood City to provide full Fire and Emergency services. This agreement is a full cost recovery model. In addition to the services already provided under the current hybrid model, a key component of the full service model would be the transfer of existing safety personnel (fire captains, firefighters and firefighter/paramedics) from the City of San Carlos to the City of Redwood City. Redwood City will be solely responsible for hiring, salary, benefits, workers compensation and insurance for all fire personnel. The terms and conditions of the transfer of fire services personnel has been negotiated between the City of San Carlos and the City of Redwood City, and have been memorialized in the Transfer Agreement of Fire Services Personnel from San Carlos to Redwood City. The transfer of personnel has been negotiated pursuant to City of Redwood City Personnel Rule X, Section 5, which provides for the direct appointment of employees from another public agency to positions in comparable Redwood City classifications pursuant to agreement by and between the City and the other public agency under which the City agrees to furnish specified public services to or for such agency. In addition to the foregoing, the Transfer of Fire Services Personnel expressly identifies those employees for whom offers of employment will be made, and further sets forth the terms and conditions of employment which the City of Redwood City has represented to the impacted employees represented by the International Association of Firefighters, Local 2400 and the Local 829, American Federation of State County and Municipal Employees, AFL-CIO respectively. Separate individual offers of employment will be issued to each City of San Carlos employee upon Council approval of both the Amended and Restated Agreement for Fire Services with the City of San Carlos to Provide Fire and Emergency Services and Transfer of Fire Services Personnel from the City of San Carlos to the City of Redwood City. The City has met and conferred with the affected bargaining units regarding the impacts of the Transfer of Fire Services Personnel Agreement. Redwood City will review the total cost of services annually and amend Exhibit C of the agreement to determine the actual personnel staffing costs associated with providing
