Any variances in the estimated costs will be settled <br /> between the cities in the following year. <br /> The term of this agreement will expire on June 30, 2018. Beginning January 1, 2015, <br /> the cities will revisit the terms and conditions of this agreement, including obligations for <br /> CaIPERS Unfunded Liability. <br /> The terms for the use of the facilities, fleet and equipment are outlined in Exhibit A, "San <br /> Carlos Obligation," of the Amended and Restated Agreement. Exhibit D, "San Carlos <br /> Fire Station Lease" of the Amended and Restated Agreement outlines the terms for <br /> facilities only. San Carlos will retain full ownership of the two stations, capital <br /> equipment, and their fleet. San Carlos will follow the capital equipment and fleet <br /> replacement programs set forth by Redwood City to ensure safety and operability. <br /> Under the proposed staffing model, San Carlos will have 21 employees assigned to <br /> Operations (fire captains, firefighters and firefighter/paramedics). On a daily basis, <br /> seven employees will be assigned to San Carlos with a minimum daily staffing of six. <br /> The seventh person may be utilized as relief staff. Any relief staff in either city can be <br /> used to offset planned and unplanned vacancies. Being able to utilize relief staff will not <br /> only strengthen service delivery, but will also lower overtime costs. <br /> Continuing our relationship with San Carlos will provide us the opportunity for further fire <br /> service regionalization. In addition, Redwood City has an opportunity to lead other cities <br /> and the county towards a more efficient service delivery model. <br /> This agreement brings the potential for a fire station consolidation and associated cost <br /> savings between Redwood City and San Carlos. San Carlos Fire Station 16 located at <br /> 1280 Alameda de Las Pulgas and Redwood City Fire Station 12, located at 3700 <br /> Jefferson Avenue are both in need of replacement and are adjacent stations/districts. <br /> The ability to join them together into one fire station with two companies is highly <br /> feasible under this agreement. Statistical data is being evaluated to ensure there will be <br /> no degradation in service to either community. <br /> The capital cost of potential station consolidation is estimated to be between $5,000,000 <br /> and $6,000,000. Each city will have a potential one-time savings between $2,500,000 <br /> and $3,000,000 for shared property acquisition and station construction costs. There is <br /> a potential annual cost sharing savings of $50,000 to $100,000 for each city to operate <br /> the station. Additionally there is potential savings in annual personnel costs based on <br /> the type and configuration of companies staffed at the new station. <br /> San Mateo County currently staffs Fire Station 18 at 200 Edmonds Road. The County <br /> has made inquiries into having Redwood City and San Carlos assume emergency <br /> response into Station 18's area. While this is still under evaluation, the potential annual <br /> revenue to each city could be up to $400,000. This is an early estimate and is based <br /> solely on what San Mateo County currently budgets to run station 18. There has been <br />
