8.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 24, 2013 <br /> SUBJECT <br /> Amendment of the Redwood City Classification and Salary Plan <br /> RECOMMENDATION <br /> Approve, by resolution, the job description and salary range for a new Emergency <br /> Preparedness and Outreach Coordinator classification and amend the City's <br /> classification and salary plan accordingly. <br /> BACKGROUND <br /> In July, 2011, upon City Council approval, the City of Redwood City entered a shared <br /> services agreement with the City of San Carlos for Redwood City to provide <br /> management and administrative services to the newly established San Carlos Fire <br /> Department. Upon its establishment, the City of San Carlos also created the position of <br /> Emergency Preparedness Coordinator ("EPC") to assist both cities with duties related to <br /> emergency planning and disaster response. <br /> Under the shared services agreement, the EPC has provided support directly to <br /> Redwood City command staff in the area of emergency planning, training and outreach <br /> for both Redwood City and San Carlos residents. Additionally, the EPC has planned <br /> and conducted Community Emergency Response Training (CERT) for members of both <br /> communities, and served in a support role to the Redwood City Training Battalion Chief <br /> for planning and logistical coordination of the Emergency Operations Center (EOC). <br /> The EPC position has been funded equally by both cities and has proven to be a <br /> valuable asset to both the Redwood City and San Carlos Fire Departments. <br /> On February 25, 2013, Council authorized the City Manager to negotiate a full service <br /> contract with the City of San Carlos for the provision of Fire Department services. In the <br /> course of planning for a potential full services agreement, staff representatives from <br /> Redwood City and San Carlos met to discuss the possibility of creating an equivalent <br /> EPC classification within Redwood City's classification plan. This was discussed <br /> primarily due to the potential elimination of the EPC position by San Carlos as part of a <br /> full services agreement. Additionally, based on EPC services provided since October <br /> 2011, the Redwood City Fire Department concluded that a Redwood City EPC <br /> classification would greatly protect City residents through effective preparation, <br />
