8.C. - Page 2 <br /> implementation, and monitoring of the City's emergency preparedness and disaster <br /> response plan. <br /> If approved by Council, the EPC position would continue to provide community outreach <br /> and training on emergency preparedness to Redwood City residents. In addition, the <br /> position would provide analytical, budgetary and administrative support to the Fire <br /> Department in the administration of the City's emergency response processes and <br /> procedures. The position will also perform basic fire inspections and life safety <br /> evaluations. <br /> ANALYSIS <br /> The Fire Department collaborated with Human Resources staff to determine the <br /> department's ongoing goals and strategies to provide emergency preparedness <br /> planning, education, and outreach to City staff and the community, and the potential role <br /> of a coordinator position in support of those efforts. A job description was developed <br /> outlining the proposed duties and essential qualifications for the position. Due to the <br /> scope of the position's primary duties and responsibilities, it was determined that the <br /> position would be most appropriately placed in the managerial and professional <br /> bargaining unit, the Redwood City Management Employees Association (RCMEA). A <br /> salary survey and internal alignment analysis were conducted in accordance with <br /> procedures agreed to by the City and RCMEA. Since the positions in the salary survey <br /> were not sufficiently comparable, the proposed salary is based on internal alignment to <br /> the Redwood City Management Analyst I classification, which has a similar focus on <br /> policy research and analysis, program management, and a similar level of authority <br /> Accordingly, the proposed salary range is $6,553 - $7,862 monthly. Human Resources <br /> met and conferred with RCMEA and tentative agreement was reached on the job <br /> description and salary range. <br /> ALTERNATIVES <br /> 1. The Council could take no action and advise staff to continue using existing <br /> classifications for emergency preparedness and community outreach functions, <br /> although those efforts would likely not be as effective as a fully dedicated <br /> Emergency Preparedness and Outreach Coordinator. <br /> 2. The Council could advise staff to do further evaluation and recommend <br /> alternative classification changes. <br /> FISCAL IMPACT <br /> If approved, it is anticipated that the Emergency Preparedness and Outreach <br /> Coordinator will be included in the Fire Department mid-year budget amendment for <br />
