8.F. - Page 3 In 2007, following the completion of the nexus study, the Planning Commission accepted the Parks, Recreation and Community Services Commission's recommended park standard of 3 acres per 1,000 residents, and adopted a Negative Declaration under the California Environmental Quality Act (CEQA) for the Active Community Parkland Standard. Subsequently, in 2010 the City Council incorporated this standard into the Open Space Element of the new General Plan. III. Park Director's Park Annual Impact Fee Report Under RCMC 18.260. Redwood City Municipal Code 18.260 (Use of Funds) requires the Parks Director, at least annually, to submit to Council a Parks Impact Fee report detailing the cost of the public improvements to be funded by the fee, the continued need for these improvements, and the reasonable relationship between the need and the impacts of pending or anticipated development. RCMC18.260(D). This staff report and update from Parks Director Chris Beth constitute compliance with this requirement. ANALYSIS I. Commitment of $600,000 from Park Impact Fee Fund For New Park Amenities and Equipment at Linden Park and Main Street Dog Park. On May 22, 2013, Parks, Recreation and Community Services staff presented to the PRCS Commission a proposal to commit and encumber $600,000 from the Parks Impact Fee fund to develop and construct new park amenities and equipment at Linden Park and Main Street Dog Park. Staff stated that these improvements would be referenced in the Parks Director's annual report to Council. The Commission approved the proposal, as detailed below, and recommended that its approval be conveyed to Council. Staff hereby requests that Council approve, by motion, the commitment and encumbrance of $600,000 from the Parks Impact Fee fund to develop and construct new park amenities and equipment at Linden Park and Main Street Dog Park as specified below. a. Main Street Doq Park Proiect The Parks, Recreation and Community Services Commission and staff identified Main Street Park as an opportunity to transform an underutilized city property into a dog park to serve the current and new downtown residents and the community at large. The current park is approximately 9,000 square feet in size and the adjacent dead-end area of Beech Street would add almost 7,000 square feet of additional area. This area is currently a dead end portion of a right-of-way and is used for limited off street parking. On January 23, 2011, Council adopted a resolution closing that portion of Beech Street to be added as part of this future project.
