8.F. - Page 4 <br /> Streets Grant" to help pay for improvements (ultimately denied); have developed a <br /> concept plan; and have removed dead or dying trees from this area in order to make <br /> room for new amenities and equipment. Staff has determined that the $75,000 <br /> attributed to this project through the Capital Improvement Program (CIP) is not enough <br /> to fund new park amenities and the renovation of the entire area based on the feedback <br /> from the community. Staff estimates that an additional $250,000 in design, <br /> construction, and engineering costs are required to fund the project. <br /> If this funding request is approved by Council, staff will use the $250,000 on the <br /> following new improvements: new fencing; lighting; dog agility equipment; water <br /> fountains; trash receptacles; landscaping; signage; benches; tables; plaza; sidewalk <br /> improvements; and new trees. Upon approval of staff's Park Impact Fee request, staff <br /> can move forward by engaging a formal design consultant to develop construction <br /> drawings and prepare construction bid documents. <br /> b. Linden Park Restoration Proiect <br /> In 1970, a Canada College ecology class presented the City with a proposal for <br /> developing a park on a small area of the Hetch Hetchy's right-of-way at the corner of <br /> Park and Linden. The City Council endorsed the group's plans for the project, and in <br /> 1971 the students did the initial clearing of the site. The Parks and Recreation <br /> Department then revised plans for the park and completed the work with the assistance <br /> of the Host Lions Club. Linden Park was dedicated on July 23, 1972. In 1986, Linden <br /> Park was renovated, and in late 2011 the SFPUC was forced to remove the park to <br /> install a new water pipeline. <br /> Since that time, a dedicated group of Redwood City residents and the PRCS <br /> Department have worked together to develop plans to restore the park. To that end, <br /> PRCS staff continues to work closely with SFPUC staff on the re-application process to <br /> restore Linden Park. Redwood City has met with the SFPUC Review Committee on <br /> construction restrictions and environmental requirements, and discussed CEQA <br /> compliance issues. <br /> The PRCS Commission, PRCS staff, and City Engineering staff held a community <br /> meeting at Linden Park on Saturday, April 20, 2013 to gain input into what the <br /> immediate community would like to see in their new park. Based on community input, <br /> and based upon staff's cost analysis of similar park projects, staff estimates that the <br /> design and construction of new park amenities and equipment will cost approximately <br /> $350,000. These new park amenities and improvements include a new children's <br /> playground, adult fitness equipment, pathways, climbing area, swings, lighting, <br /> landscaping, and a dog run. <br /> If Council approves the PRCS Commission and staffs' recommendation to commit and <br /> encumber $350,000 from the Parks Impact Fee fund for this Linden Park project, then <br /> City Engineering will move the project forward by developing a formal architectural <br /> landscape agreement for presentation of design options to the community. <br />
