6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> June 24, 2013 <br /> SUBJECT <br /> Agreement for support of the Redwood City Community Schools Program between the <br /> Redwood City School District, County of San Mateo, and City of Redwood City for fiscal <br /> years 2013-2015 <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an agreement in the <br /> amount of $100,000 between the City of Redwood City, County of San Mateo, and the <br /> Redwood City School District for continued support of the Redwood City Community <br /> Schools Program for fiscal years 2013-2015. <br /> BACKGROUND <br /> Since 1998, the City of Redwood City (City) in partnership with the Redwood City <br /> School District (District) and the County of San Mateo (County) has agreed to assist the <br /> Redwood City Community Schools Program (Community Schools) located at Fair <br /> Oaks, Hoover, Kennedy, Garfield and Taft Schools. The Community Schools provide <br /> an array of support services through school-based family resource centers. These <br /> services include access to public benefits, counseling, health services, and educational <br /> support and community development activities. The Community Schools were <br /> established to actively involve Redwood City residents, educators and human services <br /> providers in helping children to become successful learners. This program is overseen <br /> by the Redwood City School District and supported by Redwood City and Redwood City <br /> 2020. Community Schools reach students and their families in a way that few programs <br /> are able to do because they are strategically linked to the school communities they <br /> serve. <br /> The program serves nearly 3800 students, many qualifying for free or reduced school <br /> lunches, and the majority with English as their second language. Research shows that <br /> Community Schools are successful in helping these students address barriers to <br /> learning and achieve academic success. <br /> ANALYSIS <br /> The funds contributed by the City, County, and District support the core operations of <br /> the Community Schools with $100,000 from the City, $113,676 from the County, and <br /> $195,000 from the District for fiscal year 2013-2014. For fiscal year 2014-2015 <br /> Community Schools will receive $113,676 from the County, and $195,000 from the <br /> District. The City portion for the second year of funding will be negotiated in the context <br /> of the City's 2014-15 budget process and reflected in the form of an amendment to this <br /> contract with the Redwood City School District. <br />
