<br />: '. <br />property of a,value of le~s thari. $5JOOO)'; tó grant ariy right; <br />licence or permit to any person other than another Agency to <br />use any property of the- Authority;'to grant any ,right, licence <br />or permit to any Agency to use any property of the Authority <br />otherwise than for the purpose for which it was designed; <br />or to approve or execute a grant agreement between the <br />Authority as grantee and the state or the United States of <br />America. <br />All of the votes of all Agencies that are at the <br />time parties to this Agreement shall be required to terminate <br />this Agreement. <br />The affirmative votes of members holding a majority <br />of the votes shall be required for any other action of the <br />conunission. <br />Secfion 2.9. Bylaws. The Commission may adopt, <br />from time to time, such bylaws, rules and regulations for <br />the conduct of its meetings and affairs as are necessary <br />for the purpOses hereof. <br /> ARTICLE III - OFFICERS AND EMPLOYEES <br />Section 3.1. Chairman, Vice-Chairman and Secretary. <br />The Conunission shall elect a chairman and vice-chairman from <br />among its members, and shall appoint a secretary who may, <br />but need not, be a member of the Commission. The officers <br /> - ~" <br />shall perform the duties normal to said offices; and <br />(a) the chairman shall sign all contracts on <br />behalf of the Authority, except contracts that may be executed <br />by the manager as provided in Section 3.5., and shall perform <br />such other duties as may be imposed by the conunission; <br />(b) the vice-chairman shall act, sign contracts <br />and perform all of the chairman's duties in the absence of <br />the chairman; and <br /> 12 1005035 <br />
