Distribution of total annual treatment plant operation and <br /> maintenance costs shall be made on the basis of each agency's <br /> proportionate contribution of flow, Biochemical Oxygen Demand <br /> and suspended solids to the Joint Facilities. The total annual <br /> treatment plant maintenance and operation costs shall be allo- <br /> cated on the basis of 26.5% to flow, 33.5% to Biochemical <br /> Oxygen Demand and 40% to suspended solids.
