In the event that one or more Agencies shall be <br /> obligated to pravide add.itz.onal levels of treatment to meet <br /> waste discharge requirernents for the combined effluent, all <br /> Agencies req�ired to provide any such additional ievels of <br /> treatment shall participate in the costs of such treatment <br /> based on their respective contributions of waste characteristics <br /> to be treated and the costs of providing such treatrnent. The <br /> failure of any Agency to provide any such additional level of <br /> treatment shall be the sole responsibility of such Agency. <br /> "In addition to the foregoing remedies, the Manager of <br /> the Autharity shal� have the right to direct an Agency <br /> immediateiy �o terminate the discharge of an industriai user at <br /> the source of such discharge whenever the Manager determines that <br /> such discharge poses an imminent threat to ttte safety or <br /> operatian af the Joint Facilities by one of the following: <br /> " (a} Fire or explosion hazard; <br /> " (b) Corrosive discharges with a pH lower than 5.0; <br /> " (c) Obstruction in the flow resulting in interference <br /> with the operation of the facilities; <br /> " (d} Discharge with such a flow rate, or in such a <br /> pollutant concentration as to cause interference <br /> w�th the operation af the facilities; or <br /> 5 <br />
