Notwithstanding the foregoing, no such contract with <br /> respect to maximum capacity rights for any Substage of Stage 2 of <br /> the Project shall permit the sale, leasing, assignment or other <br /> transfer of capacity rights between any Agency's wastewater system <br /> users or prospective users, or between such users of two or more <br /> Agencies, except between owners of the land with respect to which <br /> such rights were initially issued.1I <br /> 16. That certain Agreement dated for convenience as of June <br /> 8, 1977 entitled "Joint Exercise of Powers Agreement South Bayside <br /> System Authority Supplemental Agreement I", by and between the <br /> City of Belmont, a general law City, the City of Redwood City, a <br /> chartered City, the City of San Carlos, a general law City, and <br /> Menlo Park Sanitary District (now named West Bay Sanitary <br /> District), a sanitary district, is hereby superseded and replaced <br /> by the provisions hereof with respect to the amendment to Section <br /> 7.2 of the Agreement hereinabove provided. <br /> 18.
