Each of <br /> the Agencies has accepted the recommendations of the Project <br /> Report to proceed with the construction of Stage 1 of the Project. <br /> The Authority shall construct all elements of Stage 1 of the <br /> Project, including those elements that will be used by less than <br /> all of the Agencies. Each Agency agrees to take the necessary <br /> steps to obtain funds to bear its share of the Capital Costs and <br /> costs of Special Services of Stage 1 of the Project, all <br /> determined as provided in Subdivision (a) of Section 5.9. Upon <br /> receiving written approval from each of the Agencies the Authority <br /> may proceed to cause the preparation of plans and specifications <br />. for Stage 1 of the Project and to call for construction bids. <br /> Upon certification from each of the Agencies to the Authority of <br /> the availability of its share of the Capital Costs and costs of <br /> Special Services of Stage 1 of the Project, the Authority shall <br /> proceed with the construction of Stage 1 of the Project. Except <br /> to the extent that funds required for payment of the Capital Costs <br /> and costs of Special Services of Stage 1 of the Project are <br /> provided from the proceeds of sale of revenue bonds issued by the <br /> Authority under the Bond Law or the Act, such funds shall be <br /> provided by the Agencies. All such funds required by the <br /> Authority from each Agency shall be payable on demand by such <br /> Agency and shall be paid by such Agency within thirty days of <br /> billing therefor by the Authority. Funds advanced by the Agencies <br />. and grant funds received from the State and from the United States <br /> 8 <br />
