Funds remaining after completion of construction of <br /> Stage 1 of the Project shall be returned to the Agencies in <br /> proportion to their respective contributions. <br /> "(b) Financing and Construct~£!1_~!_.§!~.<J~_.? Financing <br /> of Stage 2 of the Project shall be provided by wastewater system <br /> connection fees collected from new users of the wastewater <br /> treatment capacity to be constructed and established by Stage 2 of <br /> the Project or any Substage thereof. Substage 1 of Stage 2 of the <br /> Project shall be financed initially from reserve capital funds of <br />. the Authority, subject to reimbursement by each of the Agencies <br /> from receipts of wastewater connection fees as aforesaid. <br /> Substages 2-4, inclusive, shall be constructed in numerical <br /> sequence; provided, however, that no such Substage shall be <br /> constructed unless and until sufficient funds therefor have been <br /> received by the Authority for each such Substage. Reimbursement <br /> for the costs of construction of Substage 1, and advance payments <br /> for such costs for each of Substages 2-4, shall be made by each of <br /> the Agencies in their respective allocated shares corresponding to <br /> their respective maximum treatment capacity rights determined as <br /> provided in Subdivisions (b) of Sections 5.9 and 7.2.
