5. Ownership Participation. <br />He stated DMJM recommends on this point that if participation is required of <br />ownership in a given year and if Leslie fails to provide a firm commitment, <br />the Council refuses to sell bonds. <br />It was also reported with regard to Leslie's funding requirements that it was <br />neither necessary or desirable to study their financial position as their <br />analysis is of the District's ability to assume and repay its debt, in any <br />event the District has full control of the funding process. <br />City Manager stated it was the Staff's intention to continue with the Information <br />Clinics and will be present when presentation of School Study is made to the Advisory <br />Committee on February 18th, which recommendations will also be included in Feasi- <br />bility Report when presentation made to Council on February 21st, and formal <br />summary and recommendation of Staff to Council at meeting of February 28th. He <br />stated dessemination of School Report would be requested of the Advisory Committee <br />inasmuch as report being delivered to them, but if they were not in a position to <br />mare this possible, Staff will be prepared to do so by means of additional clinics, <br />if Council so directs. <br />Pf7ayor Rosselli asked that at any clinics held in future, charts be shown in dis- <br />cussion of assessed valuations, and asked if this had been done at previous <br />clinics. Councilman Bury asked if any material had been prepared for public to <br />tape with them for study. <br />Jim Reiter advised many charts were used in presen- <br />tation made at clinics. <br />City Manager advised short summaries of conclusions and recommendations were pre- <br />pared which were distributed at clinics and were well received.. He also advised <br />15 additional copies of Feasibility Report were delivered to Library for circula- <br />tion with request review of demands be made toward the end of making more copies <br />available for longer periods of time for those wishing more detailed. study. <br />Dr. Paul Young, President of Redwood City Civic <br />Association, took exception to remark that all ques- <br />tions had been answered at the Clinic and in particu- <br />lar question of recommendation for Special District <br />Assessor, as this was felt contrary to election held <br />transfering this function to County. <br />City Attorney advised on misconception of statement made concerning transfer <br />of City's taxing procedure as charter amendment approved by vote, authorized <br />City Council to transfer some or all of its taxing functions, at their option, <br />to the County. City Attorney also described great variety of assessment districts <br />and procedures possible thereunder. <br />Dr. Young also questioned financial responsibility of <br />Leslie not being fully answered at Clinics. <br />Council was advised letter from Leslie setting forth their owner -developer <br />commitment for financial participation if needed, is now on file. <br />Dr. O'Meara, of School Board, asked if Council will- <br />ing to act on their request that a longer period be <br />granted for school study review. <br />City Manager recommended that Council not act on this request until such time as <br />school report is presented, and its contents known. Mayor Rosselli advised Air. <br />O'Meara Council would abide by Staff recommendation that action not be taken at <br />this time, but stated past history of this project would show Council has <br />
