Mr. Jean Travers, 27 Lowell St., in speaking for himself and representing his neig:1bors, expressed doubts raised because recommendation made for use of a District Assessor in this project, and cited comments made by State official concerning this prac- tice in Foster City. He asked why this District Assessor could not work out of the County Assessor's office. Mayor Rosselli suggested this subject be the first order of business for discussion at the next public clinic. Dave Miller replied to concern shown over recommendation made for a District Assessor, as fe.t this further protected district residents and City, and one more positive feature for safeguarding project. He further stated this proce- dure would make owner -developer bear more of burden than under County Assessor and a true way to reflect assessed valuations. Councilman Royer questioned whether it would be possible to have this District Assessor under the jurisdiction of the County. City Attorney advised it was con- templated that this service be under contract with independent appraisers specialized in this type of assessing and entirely possible City could contract with County Assessor to perform this work as well as any other independent assessor. Mr. Reiter discussed misconceptions he felt were being expressed concerning intent of District Assessor who would recognize value of undeveloped land, which as had been stated before, would make owner -developer, Leslie, pay more in taxes and reduce taxes on home owner. He also compared other improve- ment districts in the City and methods used similarly by City for spreading of assessments in the districts and doesn't effect whole of City. Councilman Royer pointed out that City and County taxes for General Fund purposes would be based on the County roll, and Special District taxes would be based on the District assessments. Mayor Rosselli again asked that DMJM and Staff prepare to make full answers to these questions concerning District Assessor recommendation.
