scrutinized project tiJell and been most conservative in action and will continue <br />to do so. <br />City Manager stated this c°aas a 2.0 -year project and it would be several years <br />before any school required and there would be ample time to study report and worst <br />out financing of school facilities. <br />Mr. Jean Travers, 27 Lowell St., in speaking for <br />himself and representing his neig:1bors, expressed <br />doubts raised because recommendation made for use <br />of a District Assessor in this project, and cited <br />comments made by State official concerning this prac- <br />tice in Foster City. He asked why this District <br />Assessor could not work out of the County Assessor's <br />office. <br />Mayor Rosselli suggested this subject be the first order of business for discussion <br />at the next public clinic. <br />Dave Miller replied to concern shown over recommendation made <br />for a District Assessor, as fe.t this further protected <br />district residents and City, and one more positive feature <br />for safeguarding project. He further stated this proce- <br />dure would make owner -developer bear more of burden than <br />under County Assessor and a true way to reflect assessed <br />valuations. <br />Councilman Royer questioned whether it would be possible to have this District <br />Assessor under the jurisdiction of the County. City Attorney advised it was con- <br />templated that this service be under contract with independent appraisers specialized <br />in this type of assessing and entirely possible City could contract with County <br />Assessor to perform this work as well as any other independent assessor. <br />Mr. Reiter discussed misconceptions he felt were being <br />expressed concerning intent of District Assessor who would <br />recognize value of undeveloped land, which as had been stated <br />before, would make owner -developer, Leslie, pay more in taxes <br />and reduce taxes on home owner. He also compared other improve- <br />ment districts in the City and methods used similarly by City <br />for spreading of assessments in the districts and doesn't <br />effect whole of City. <br />Councilman Royer pointed out that City and County taxes for General Fund purposes <br />would be based on the County roll, and Special District taxes would be based on the <br />District assessments. <br />Mayor Rosselli again asked that DMJM and Staff prepare to make full answers to these <br />questions concerning District Assessor recommendation. <br />
