Mr. Fred Gates, 3871 Vineyard Dr., questioned the 33-1/3% <br />of Fair Market value, and the 25% ratio used for assess- <br />ment purposes. <br />Mr. Reiter explained purpose of appraisal of fair market <br />value to determine debt capacity, which is not in itself <br />related to the 25% value given by the County Assessor in <br />establishing assessed valuations. <br />Mayor Rosselli again reminded those present of further clinics to be held on <br />February 16th and 17th. <br />City Manager stated Mr. Donald E. Priest, of EBS Management Consultants, presently <br />under contract for space utilization study, was present to report on methods by <br />which they will undertake study and to also report on progress they had made these <br />several weeks past. <br />Councilman Bury left the meeting for five minute period. (8:30 - 8:35 p.m.) <br />Mr. Priest stated their study would provide basis for some <br />future civic buildings proposed for City and briefly out- <br />lined work to be performed in next 5 months. He reported <br />on meetings held so far with City Staff to allow maximum <br />participation to be integrated into program as to needs. <br />He stated also through. series of interviews and question- <br />naire analysis, existing facilities and functions in rela- <br />tionship to other departments for current and anticipated <br />levels, would be studied. He stated this phase had been <br />under way for past several weeks with interviews and <br />inspections in City departments and this data now to be <br />used to check deficiences. <br />He also stated different levels where Council would be <br />required to make policy decisions and of their intent <br />to work closely with City's financial consultants on this <br />study to the point where architects could proceed. <br />Mayor Rosselli questioned points on which Council would be expected to make policy <br />decisions. Councilman Bury questioned how deficiences were measured to standards. <br />Mr. Priest related certain standaras of measurement available based on long <br />experience and practice. City Manager advised Council would be presented with <br />report after space requirement studies completed for their review and evaluation. <br />City Manager requested that report on Schaberg Branch Library expansion be held until <br />Mr. Vollmayer was able to be present later in the evening after Library Board <br />meeting. <br />Councilman Royer reported Bay -Front Committee Report had been presented to Council for <br />review and study but he had hoped report would be submitted to Planning Commission <br />for study, and recommended Council action be deferred until Planning Commission <br />report received. He stated report would be before Planning Commission meeting on <br />February 15th and he would be present. Councilman Royer also stated he wished to <br />
