James Reiter, Project Manager of DMJM, reviewed seismic <br />report and findings which proved earth movements would be <br />no more severe in Redwood Shores than other areas of <br />California.; from seismic standpoint feasible for project <br />to proceed. He further stated as to District Assessor <br />questions he wished to restate would be a matter of tax <br />equity within district to be made by assessor acting within <br />District and for district tax purposes only, not effecting <br />City and/or County taxes, and felt assessor would indeed be <br />a benefit to future residents of Redwood Shores project. <br />Nr. Miller in summary of all that had been done to present <br />this project to those interested, stated nothing had been <br />brought out that changed their opinion of the feasibility <br />and recommendation that project should proceed. <br />City Manager stated he felt overview had now been thoroughly presented and suggested <br />comments be received from those present before proceeding with final Staff recommendation <br />Councilman Royer questioned City attorney as to legality of proposal for District <br />Assessor. City "attorney stated no inherent problem in having a District Assessor; <br />that the bulk of special districts do not use the County Assessor since the actual <br />valuation on the county tax roll shows extreme variations. Councilman Royer questioned <br />existing ordinance providing for use of County t.ox rolls. City Attorney stated <br />ordinance will require an amendment, but no legal problem involved. <br />City Clerk announced following comm znication: <br />Resolution adopted by the Board of Trustees from Bel - <br />:Wont School. District urging further time for study of <br />school report before sale of bonds authorized. <br />The following appeared: <br />Lauress ;Mise, authorized to appear by Redwood City School <br />Board of Trustees of this District, to request delay in <br />action on feasibility report until further study by School <br />District, based on 2 reasons: 1) insufficient time to study <br />and copies of report not being fully distributed; 2) <br />possible implication on school financing problems from pro- <br />posed District Assessor; 3) capacity of development to support <br />schools and ability to pass bond issues. <br />City Manager and Mayor wished point made clear on distribution of copies of School <br />Report, in that 20 copies (10 for Library) had been reauested and picked up by City <br />from the Superintendent of Schools, and School Districts' responsibility to obtain <br />copies from their own Committee. <br />Mr. Miller again recapitulated statements concerning school report <br />and also in answer to question raised concerning passing of school <br />bond :issues, stressed responsibility of individual school dis- <br />tricts, statin; increase in school population would take plac:, <br />whether improvement district :involved or not. <br />City Manager discussed the ten year lad; period before Redwood City Elementary School <br />District involved and also mentioned fact that in the interim, District would be <br />paying some $21.0,000 to school districts toward redemption of existing bonds. <br />City Manager also felt further questions concerning school report should be taken up <br />ith technical committee chosen by the School Advisory Committee. <br />Dr.. Paul Young, President of Redwood Civic Association, read <br />statement from their group in which they stated they did not <br />feel it to be in the best interests of Redwood City for Council <br />to adopt Feasibility Report for this District at this time nor <br />should the bond sale be approved, and reciting their concern on <br />various points of District Assessor and school problems. <br />
