Ordinance as proposed provides that architectural controls may be applied when a <br />parcel does not meet the minimum building site area requirements of the zoning district <br />concerned as to single and two-family dwellings. Councilman Weymouth questioned whether <br />intent of proposed ordinance would be mandatory or permissive and when advised it would <br />not be mandatory, favored proposal if used with discretion. Councilman Royer felt <br />this would tend to over -regulate and felt original zoning ordinance well thought out <br />and should be maintained as adopted. Councilman Petersen expressed his position <br />concerning architectural control, and especially as it concerned single family resi- <br />dences. Councilman Bury favored the proposed amendment to give Council a little <br />more opportunity to make a decision concerning substandard lots, of which there <br />are still a considerable number to be considered. Councilman Royer felt other <br />requirements, such as set -backs, side yards, etc., covered situation sufficiently <br />without this further restriction. Councilman Herkner questioned whether proposed <br />amendment would pertain to design, and was advised it could be applied to character <br />and appearance. City Attorney further clarified intent of proposed amendment and <br />its implications. <br />Paul Tessendorff asked for further clarification <br />of architectural control. <br />There being no written communications or oral protest, Councilman Weymouth moved <br />to close the public hearing, seconded by Councilman Royer and carried. <br />Councilman Weymouth moved to introduce Ordinance amending Section 45.3 of Ordinance <br />No. 1130, the Redwood City Zoning Ordinance, relating to architectural supervision, <br />seconded by Councilman Bury and tied on roll call vote, Councilmen Bury, Weymouth <br />and Mayor Rosselli voting yes, Councilmen Herkner, Petersen and Royer voting no, <br />Councilman Granger being noted absent. <br />Mayor Rosselli explained for benefit of those present, a tied roll call vote <br />resulted in this proposed amendment failing to pass. <br />Progress report on Swimming Pool at Hoover School given by Councilman Royer, in which <br />he stated drawings completed with exception of mechanical portion which was to be <br />completed this week, and soils test also to be in this week. He asked that Council <br />authorize Staff to send plans when completed to State immediately as approval <br />necessary because on school property, as it was felt this could be done during <br />period completed plans also submitted to Council and School District. He also <br />described plan from illustrated map and felt it would be the finest pool in the area <br />with construction to be completed this summer. Councilman Weymouth moved to accept <br />progress report made, and that Staff be authorized to send completed plans to State <br />for their approval as soon as submitted, seconded by Councilman Petersen and carried. <br />(MINUTE ORDER x#66-54) <br />Councilman Herkner moved to adopt RESOLUTION NO. 4940 APPROVING AGREEMENT FOR APPRAISAL <br />AND ACQUISITION NEGOTIATION SERVICES IN CONNECTION WITH STORM DRAINAGE IMPROVEMENT <br />PROJECTS SD -3 AND SD -4 AND AUTHORIZING ITS EXECUTION (Warren Fox & Associates). City <br />Attorney advised this was second acquisition phase on Storm Drain for which pians <br />and specifications have been prepared, and covered area between Jefferson and l <br />Camino, and between E1 Camino and Middlefield Road.
