EXHIBIT"A" <br /> SCOPE OF SERVICES <br /> Consultant will complete the following scope of services for the Inner Harbor Specific <br /> Plan Phase A and Phase B. <br /> PHASE A—TECHNICAL MEMORANDA, PLAN ALTERNATIVES <br /> Task 2 Technical Memoranda and Technical Mapping <br /> Consultant will prepare technical memoranda as discussed in the subtasks below. <br /> Background memoranda will focus on existing conditions. Consultant's scope provides <br /> for two rounds of review for each memorandum prior to preparation of the final technical <br /> memoranda. Each memorandum will be delivered to City in electronic format (PDF). <br /> The technical background memoranda will serve as technical documentation and <br /> support for the Specific Plan and EIR. <br /> 2.1 Technical Mapping <br /> Consultant will create maps based on data provided by City staff. City will provide the <br /> consultant with additional technical information and/or GIS layers for the creation of land <br /> use, circulation, environmental, utility, and other maps. All maps created will be <br /> electronically transmitted to the City at the project's conclusion. <br /> 2.2 Land Use Technical Memoranda <br /> Consultant will conduct a parcel-level existing land use survey to validate the City's GIS <br /> land use database. As appropriate, consultant will update the GIS-based existing land <br /> use map. During this survey, consultant will verify the City's information regarding the <br /> number and location of the Docktown watercraft. Photographs will be taken to document <br /> views from and to the Inner Harbor project site for use in both the Specific Plan and the <br /> EIR. The updated existing land use map will be the basis for the land use technical <br /> analysis and memorandum. In addition to the existing land use discussion, the Land <br /> Use Technical Memorandum will discuss the current zoning and General Plan <br /> designations and buildout potential for the Inner Harbor project area. <br /> 2.3 Economic/Market Technical Memoranda <br /> Consultant will (through subconsultant BAE) prepare an economic base and market <br /> opportunity overview for retail, residential (rental and for-sale), general office, open <br /> space, and hospitality/lodging uses. The overview will profile current and potential <br /> future market trends, it will include demographic and population trends for study area <br /> population, as well as local and regional real estate market conditions. Economic base <br /> analysis will characterize the area's existing industry sectors based on Dun & <br /> Bradstreet, City business license data (if available), and/or other private data provider <br /> ATTY/AGR/2013.123/MIG Inner Harbor Amendment No.1 <br /> REV:07-24-13 VR <br /> Page 3 of 13 <br />
