Analysis of retail will be limited to assessment of the <br /> demand for neighborhood-serving retail in the Inner Harbor Plan Area. The office <br /> analysis will assess the potential of the Inner Harbor for new office development, <br /> comparing its competitive position with other designated areas within Redwood City as <br /> well as other nearby competitive office nodes. <br /> 2.4 Circulation Technical Memoranda <br /> Consultant (through subconsultant Fehr & Peers) will summarize current transportation <br /> conditions in the Inner Harbor area. Traffic conditions will be discussed qualitatively <br /> based on field observations, traffic counts provided by the City, and previously <br /> conducted technical analyses. No new technical traffic analyses are included in this <br /> task. Bicycle and pedestrian circulation conditions will be discussed qualitatively based <br /> on field observations and maps, with a particular focus on the overall connectivity of <br /> pedestrian and bicycle facilities within the Inner Harbor area, as well as their <br /> connectivity to the rest of the City. <br /> 2.5 Infrastructure Technical Memoranda <br /> Consultant (through subconsultant Fuscoe Engineering) will assess service capacities <br /> and availability for infrastructure elements including: <br /> ■ Recycled/domestic water pressure, volume, supply <br /> ■ Sanitary sewer collection and treatment <br /> ■ Storm drainage conveyance and flooding potential (concept level site hydrology <br /> and Redwood Creek research) <br /> ■ Tidal inundation and possible impacts from sea level rise plus landfill options <br /> ■ General availability of power, gas, telecommunications, and broadband <br /> 2.6 Opportunities and Constraints Analysis <br /> Consultant will prepare an analysis summarizing the key opportunities and constraints <br /> facing the development of the Inner Harbor plan.
