Consultant (through subconsultant BAE) will prepare a financing and implementation <br /> strategy to support the Specific Plan. This task will entail identification of financing <br /> sources to fund identified capital improvements, as well as preparation of a multi-year <br /> financing matrix. The matrix will show how planned capital improvements would be <br /> funding over a five- to ten-year period. Both existing and new financing mechanisms <br /> will be reviewed and evaluated as part of this task. Consultant (through subconsultant <br /> BAE) will prepare one draft financing implementation strategy suitable for inclusion in <br /> the Specific Plan document and submit one final strategy document after receipt of <br /> comments from the Consultant Team and City. Consultant (through subconsultant BAE) <br /> will require capital project cost estimates to be prepared by the Consultant Team <br /> engineers. <br /> Task 7 Preliminary Draft Specific Plan and Draft Specific Plan <br /> 7.1 Preliminary Draft Plan <br /> Consultant will prepare for City staff review a Preliminary Draft Specific Plan that <br /> incorporates comments from the City's Project Manager on the Administrative Draft. <br /> Consultant will meet with City staff to present the document upon its submittal. <br /> 7.2 Task Force Meeting 7 — Preliminary Draft Specific Plan <br /> Agenda: <br /> ■ Review Preliminary Specific Plan <br /> 7.3 Draft Specific Plan <br /> Following City staff's and the Task Force's review of the Preliminary Draft, consultant <br /> will prepare the Draft Specific Plan for the public hearing process reflecting the Task <br /> Force comments. <br /> 7.4 Task Force Meeting 8 — Draft Specific Plan <br /> Agenda: <br /> ■ Review Draft Specific Plan <br /> ■ Consider Specific Plan for endorsement <br /> Task 8 Public Hearings <br /> Lisa Brownfield will attend Planning Commission and City Council public hearings on <br /> the Draft Specific Plan. Consultant will prepare appropriate presentation materials for <br /> the hearings and support City staff in its preparation of the staff report and other <br /> documents.
