Motion carried by unanimous electronic
vote.
M/Seybert/Bain to adopt the second resolution. Motion carried by unanimous
electronic vote.
C. Governance Board - South Bayside Waste Management Authority.
(803)
Recommendation:
1. By motion authorize the Mayor to transmit a letter inviting electing
officials from member agencies to participate in a Blue Ribbon Task Force
to analyze the governance structure and board composition of the South
Bayside Waste Management Authority (SBWMA) and develop alternatives
to the current structure.
2. Authorize the City Council Utilities Committee to appoint a member
of the committee to serve on the task force and also select an alternate to
serve. MINUTE ORDER 12-223
Dr. Bell presented the report and explained the staffing levels of SBWMA and the
current composition of the Board. He said that within the last year the Board
announced it would be willing to discuss a change to its composition if people want that.
Dr. Bell said that the goal here is to have a blue ribbon task force to look at the current
structure of the Board and have the Council Utilities Committee review the options.
One Council Member provided historical information. She also said that the Council has
been asked by the community to look at efficiencies, do less with more, and review
options to streamline. She noted that this as an opportunity to look at the current use of
the funds; and, if there is a redundancy, it should be addressed. It was also noted by
this Council Member that the jurisdictions, that are supporting this entity and then have
to raise rates on their constituents, need to be judicious and good stewards. This
Council Member added that there was a personnel matter and she was surprised that
the Executive Director was not placed on administrative leave when there was an
investigation going on regarding a lay-off. She believes these are all important issues to
look at.
Another Council Member opined that for him it is an issue of stewardship on behalf of
the community.
M/S Seybert/Bain to approve the recommendation.
JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD December 3, 2012
MEETING MINUTES PAGE 8
MINUTE BOOK NO. 64
Page NO. 250
