6.1.1. - Page 2 <br /> composition from only senior management staff to only elected officials," and <br /> recommends that the SBWMA Board continue to include only senior management staff. <br /> In summary, the City's response notes that: <br /> • The public trust is best served by having elected officials, who are directly <br /> accountable to their respective citizenry, oversee the SBWMA at the Board level, <br /> especially in light of the high degree of public and media scrutiny of the agency, <br /> and the raising of concerns and questions as to the appropriateness of certain <br /> management activities of the agency <br /> • A 2009 Grand Jury report recommended that elected ofFcials serve on the <br /> SBWMA Board, as "...elected officials are ultimately responsible for all actions <br /> taken by the SBWMA" <br /> • A review of similar joint powers authority boards in the region finds that they all <br /> have elected officials on their respective boards <br /> The City's response agrees with certain findings and recommendations related to: the <br /> public's concerns over rate increases and service charges; formation of a technical <br /> advisory committee to advise the board, upon appointment of a board made up of elected <br /> ofFcials; and increased and improved dissemination of information about SBWMA to the <br /> public. <br /> ALTERNATIVES <br /> Do not approve the letter responding to the Civil Grand Jury findings.
