6.1.1. - Page 6 <br /> County Waste Management Authority, Central Contra Costa Solid Waste Authority, Salinas <br /> Valley Solid Waste Authority, San Mateo County Library, South Bayside System Authority, and <br /> Bay Area Water Suppliers and Conservation Agency (BAWSCAJ. <br /> F7. A technical advisory committee would be useful to a Board composed solely of elected <br /> officials if the Restated Agreement is amended to change SBWMA's governance structure <br /> in this manner. <br /> Response: The City agrees with this finding. The Blue Ribbon Task Force recommended the <br /> establishment of a Technical Advisory Committee when an elected board is seated. Redwood <br /> City, when approving the governance change amendment, also made a motion to have the new <br /> board establish a Technical Advisory Committee. <br /> RECOMMENDATIONS <br /> R1. Disseminate more information to the public about SBWMA's operations, the role of <br /> its franchisees, and the rate setting process. <br /> Response: The City agrees with this recommendation. The City believes that when elected <br /> officials serve on the board, they will be better situated to understand the information needs of <br /> their constituents, than are the staff now serving. Therefore, this finding supports the <br /> governance board being changed to elected officials. <br /> R2. Request that Recology prepare a detailed billing statement for its customers that <br /> shows all charges imposed by Recology and itemize all fees charged by the Member <br /> Age n cy. <br /> Response: The City does not have enough information to respond to this recommendation. The <br /> Council has not received a significant number of complaints regarding the billing statements <br /> and would like the opportunity to see what information is included in billing statements <br /> mentioned in the report. The Council will ask, through the Council's board appointee, to have <br /> the new board look into this recommendation. <br /> R3. Continue to appoint only senior management staff to the Board as stipulated in the 2005 <br /> Agreement. <br /> Response: The City does not agree with this recommendation. See the City's response to Finding <br /> #6, above. <br /> R4. If the Restated Agreement is amended to provide for a Board composed solely of <br /> elected officials, then put in place a technical advisory committee consisting of staff with <br /> technical experience in waste management. <br /> Response: The City agrees with this finding. See the City's response to Finding #7, above. <br /> 4 <br />
