6.3.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Amend the FY 2013-14 General Fund Budget to Reflect the Estimated Revenues and <br /> Appropriations Associated with Providing Fire Service to the City of San Carlos <br /> RECOMMENDATION <br /> Adopt a resolution increasing revenues (from $1,247,049 to $5,855,799), increasing <br /> appropriations, ($4,750,024), and transferring existing appropriations ($1,104,901) to <br /> reflect the revenues and expenditures associated with providing Fire Service to the City <br /> of San Carlos. <br /> BACKGROUND <br /> On July 7, 2011, Redwood City contracted with the City of San Carlos to provide <br /> management for fire and emergency services. San Carlos agreed to pay $1,136,727 for <br /> these services. This relationship has continued since July of 2011. <br /> On June 24, 2013, both San Carlos City Council & Redwood City Council approved an <br /> amended and restated full service agreement for Redwood City to provide fire and <br /> emergency services to San Carlos. Per the agreement San Carlos will pay Redwood <br /> City the actual cost to provide services, which is estimated to be $5,570,024 in year <br /> one. Any increase or decrease in the cost of providing services will be reconciled at the <br /> end of the fiscal year. These services include the following: <br /> • Fire Administration Services <br /> • Command and Operational Services <br /> • Fire Prevention, Code Enforcement and Investigation Services <br /> • Emergency Preparedness Services <br /> • Training Services <br /> On July 1, 2013, the Redwood City Fire Department hired 24 safety personnel that were <br /> previously employed by San Carlos. San Carlos will be paying for 21 FTE's and <br /> Redwood City will be filling current vacancies in the fire department with the remaining <br /> three employees out of the 24. Redwood City is solely responsible for salary, benefits, <br /> workers compensation and insurance for all fire personnel. <br /> Redwood City will invoice San Carlos on a quarterly basis and will review the total cost <br /> of services annually and amend Exhibit C of the agreement to determine the actual <br />
