7.A. - Page 21 <br /> a. The plan area and project site are located in a built-out urban environment, and therefore will not convert farmland <br /> to a non-agricultural use. No impact will occur as a result of the proposed amendments or project. <br /> b. The amendments and project will not conflict with arry agrzcultural zoning use or a Williamson Act contract. There <br /> are no such zoned land uses or Williamson Act contracts in the project vicinity. Therefore, no impact will occur as a <br /> result of the proposed amendments or project. <br /> c. There are no current or planned agricultural activities in the plan area or project vicinity. X <br /> Documentation <br /> a. & b. The Downtown Precise Plan EIR (pp. 12-17 and 12-18) concluded that development occurring in conformance <br /> with the DTPP would be consistent with the Bay Area Air Quality Management District (BAAQMD) 2010 Clean Air <br /> Plan control measures and the BAAQMD Air Quality Guidelines, because projected new vehicle trips resulting <br /> under the DTPP would be less than the projected rate of population growth. Therefore, the impact of the DTPP was <br /> considered to be less than significant, and no mitigations were required. The proposed amendments would not <br /> introduce arry new land use that would conflict with or obstruct the implementation of the applicable air quality plan <br /> and the project is in compliance with all applicable DTPP regulations, and as a result, no additional air quality <br /> impacts are anticipated. <br /> c. The Downtown Precise Plan EIR identified carbon monoxide (CO) as the pollutant of greatest concern in the Bay <br /> Area region. CO levels in the Bay Area are well below ambient air quality standards, and there have been no <br /> exceedances of CO standards in the Bay Area since 199L However, localized high concentrations of CO can occur <br /> near busy congested intersections. According to the BAAQMD screening methodology, DTPP buildout would not <br /> cause traffic volumes at affected intersections to exceed CO thresholds, and the impact of development resulting <br /> from the DTPP would be less than significant; therefore, no mitigations were required. (EIR p. 12-18) The <br /> proposed amendments would not alter the previous analysis conducted in the EIR and the project is in compliance <br /> with all applicable DTPP regulations, and as a result, no additional criteria air pollutant impacts are anticipated. <br /> d. The DTPP EIR (pp. 12-18 through 12-20) concluded that development in accordance with the DTPP regulations <br /> would expose sensitive receptors to toxic air contaminants (TACs) and particulates (PM if located within 500 feet <br /> of T�eterans Boulevard, El Camino Real, or the Caltrain railroad. The approximate distances from the project site to <br /> these facilities are as follows: T�eterans Boulevard--2, 000 feet; El Camino Real--600 feet; and the Caltrain <br /> railroad--adjacent. The proposed project would comprise office and retail uses. Because the project would not <br /> house, accommodate, or serve sensitive receptors (e.g., housing, child care centers, retirement homes, schools, <br /> hospitals), the impact would not occur. Downtown Precise Plan EIR Mitigation 12-1, which applies only to <br /> sensitive receptors, is not required. Furthermore, the proposed amendments would not introduce arry new land uses <br /> and/or sensitive receptors and therefore is not anticipated to create arry new impacts. <br /> e. The project will accommodate refuse and recycling containers within separate trash rooms throughout the building, <br /> including a trash compactor and a recycling compactor on the ground floor parking level. Weekly pick-up will be <br /> provided by a local waste service provider (Recolo�). <br /> 12 <br />
