7.A. - Page 22
The proposed amendments would not alter the refuse and recycling requirements, nor would they generate arry new
land uses that would have the potential for creating objectionable odors. Consequently, the amendments would not
create arry new potentially significant impacts.
The proposed project's retail space would include food service businesses, and Downtown Precise Plan EIR
Mitigation 12-2 shall be required as a condition of project approval. The mitigation, which is the same as DTPP
regulation 2.2.2.1.g, requires the project to implement odor-reducing measures consistent with the BAAQMD Air
Quality Guidelines, including, for example, integral grease filtration or grease removal systems, baffle filters,
activated carbon filters, oxidizing pellet beds, and exhaust stack and vent location with respect to receptors. The
mitigation, which will be subject to City review and approval, will reduce the potential odor impacts of the project
to a less-than-significant level.
Summary of Impacts
Potentially Less than Significant Less than
Significant With Mitigation Significant No
Impact Incorporated Impact Impact
IV. BIOLOGICAL RESOURCES — Would the project:
a) Have a substantial adverse effect, either directly or through habitat X
modifications, on any species identified as a candidate, sensitive, or special
status species in local or regional plans, policies, or regulations, or by the
California Department of Fish and Wildlife or U. S. Fish and Wildlife Service?
b) Have a substantial adverse effect on any riparian habitat or other sensitive X
natural community identified in local or regional plans, policies, regulations or
by the California Department of Fish and Wildlife or U. S. Fish and Wildlife
Service?
c) Have a substantial adverse effect on federally protected wetlands as defined by X
Section 404 of the Clean Water Act (including, but not limited to, marsh,
vernal pool, coastal, etc.) through direct removal, filling, hydrological
interruption, or other means?
d) Interfere substantially with the movement of any native resident or migratory X
fish or wildlife species or with established native resident or migratory wildlife
corridors, or impede the use of native wildlife nursery sites?
e) Conflict with any local policies or ordinances protecting biological resources, X
such as a tree preservation policy or ordinance?
fl Cause a fish or wildlife population to drop below self-sustaining levels? X
g) Conflict with the any applicable land use plan, policy, or regulation adopted X
for the purpose of avoiding or mitigating an adverse effect on vegetation and
wildlife?
Documentation
a. & f. The Downtown Precise Plan EIR (pp. I 5-13 through I S-I S) concluded that special-status species would be
potentially affected only by DTPP facilitated development that is adjacent to Redwood Creek. The proposed
amendments would not result in arry modifications to the DTPP that could potentially impact Redwood Creek. The
project site is located over 1,400 feet from Redwood Creek where it daylights near Bradford Street. Therefore, the
amendments and the project will not result in such an impact. Furthermore, the proposed project site is located in a
developed area within Redwood City's Downtown, which has been developed with urban land uses for over 100
years. Therefore, no impact is anticipated.
b. There are no riparian habitats or sensitive natural communities on or adjacent to the project site (DTPP EIR pp.
IS-1 through IS-4). The proposed amendments would not alter the land use pattern or introduce arry new
development that would impact riparian habitats or sensitive natural communities beyond those identified in the
DTPP EIR. Therefore, the proposed project is expected to have no effect on arry riparian habitat or other sensitive
natural community identified in local or regional plans, policies, regulations, or by the California Department of
Fish and Wildlife or U.S. Fish and Wildlife Service.
13
