C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Award of Contract — Fair Oaks Elementary School Synthetic Turf Replacement Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Fair Oaks Elementary School Synthetic Turf Replacement Project to Empire & <br /> Associates, Inc. of Atlanta, Ga for their responsive and responsible low bid of <br /> $320,000.00 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded, not to exceed $352,000.00. <br /> BACKGROUND <br /> The playfield at Fair Oaks Elementary School was the first playfield converted from grass <br /> turf to synthetic turf in 2004. The City provided funds for the original synthetic turf <br /> installation because the City and its residents enjoy use of the playfield pursuant to a <br /> Joint Use of Facilities Agreement with the Redwood City School District. The school has <br /> exclusive use of the playfield during school hours and residents may access at all other <br /> times. The synthetic turf field has surpassed its anticipated useful life of eight years and <br /> needs replacement. <br /> This project was previously bid on March 4, 2013. Five (5) bids were received at the bid <br /> opening on April 17, 2013. However, one of the bidders (the fourth lowest bidder) <br /> protested claiming that the other bids should not be considered because other bidder's <br /> products were not equivalent to the product specified in the base bid specifications. Staff <br /> recommended that the Council reject all bids. <br /> ANALYSIS <br /> Council rejected all bids on May 29, 2013, and staff advertised the project a second <br /> time on June 3, 2013. <br /> Three (3) bids were received at the bid opening on July 3, 2013 and are summarized <br /> below. <br /> BIDDER BID AMOUNT <br /> Empire & Associates, Inc. $320,000 <br /> FieldTurf USA, Inc. $339,077 <br /> Hellas Construction, Inc. $373,500 <br /> ENGINEER'S ESTIMATE $350,000 <br /> The low bid of $320,000 submitted by Empire & Associates, Inc. is 8.57% lower than the <br /> engineer's estimate. Based on references, Empire & Associates, Inc. has successfully <br /> completed similar projects and is a qualified contractor. Staff believes that the low bid is <br /> reasonable and recommends awarding the contract to Empire & Associates, Inc. <br />
