E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> July 22, 2013 <br /> SUBJECT <br /> Amendment No. 4 to the Professional Services Agreement with Moffatt & Nichol for <br /> services related to the Redwood Shores Lagoon System Dredging Project. <br /> RECOMMENDATION <br /> By motion, approve Amendment No. 4 to Professional Services Agreement with Moffatt <br /> & Nichol in the amount of $143,500 to provide design and engineering services for the <br /> Redwood Shores Lagoon System Dredging Project. <br /> BACKGROUND <br /> On December 28, 2005, the original agreement was executed with Moffatt & Nichol for <br /> professional services for Phase 1 of the Redwood Shores Lagoon System Dredging <br /> Project in the amount of $106,764. The initial phase of this project included collecting <br /> and sampling dredge material and identifying the specific areas of the lagoon system <br /> that required dredging to remove sediment deposits. <br /> On January 12, 2009, Amendment No. 1 to the original agreement was executed in the <br /> amount of $49,301 to perform services required by the addition of new sluice gates. <br /> Those services included site investigation, preparation of design plans and <br /> specifications, and construction support. <br /> On October 12, 2009, Amendment No. 2 was executed in the amount of $21,545 for <br /> finalizing the design and preparing addendums during bid advertising that included <br /> revisions to the plans and specifications to include compliance with additional regulatory <br /> requirements. <br /> On December 30, 2009, Amendment No. 3 was executed in the amount of $35,230 for <br /> construction support services. Those services included meeting attendance, <br /> responding to contractor inquiries, reviewing submittals, reviewing and approving pay <br /> quantities, and reviewing record drawings. <br /> ANALYSIS <br /> Amendment No. 4 provides for hydrographic survey, regulatory support, preparing bid <br /> documents, construction support and post construction reporting to dredge <br /> approximately 10,000 cubic yards of dredge material with polycyclic aromatic <br /> hydrocarbons (PAH) levels higher than 4 parts per million (ppm). <br />
