6.1. E. - Page 2
The Redwood Shores Lagoon System Dredging Project is designed to improve the
water quality and the serviceability of the Redwood Shores storm drainage system. In
October 12, 2009, Council awarded the contract to perform the dredging to Aquatic
Environments of Concord. The scope of work included hydraulic dredging of portions of
the lagoon and pumping the spoil material (approximately 21,000 cubic yards) as
beneficial reuse to Area H in Redwood Shores. Due to the presence of polycyclic
aromatic hydrocarbons (PAH) in concentrations greater than 4 ppm in some areas of
the lagoon, the Regional Water Quality Control Board (RWQCB) did not permit all of the
dredged material to be redeposited in Area H. Due to budget limitations, these portions
of the lagoon (approximately 10,000 cubic yards) with PAH levels greater than 4 ppm
were not dredged. Amendment No. 4 will provide consultant support to dredge these
remaining areas.
ALTERNATIVES
Council may choose not to approve the proposed amendment and direct staff to modify
the scope of work which would be not consistent with other similar types of consultant's
support during construction.
FISCAL IMPACT
Funds for the work of this project, including consultant services, have been appropriated
as Capital Projects Fund — Shores Lagoon System Dredging which has an available
balance of $183,717 as of May 31, 2013.
ENVIRONMENTAL REVIEW
The design of the proposed dredging project does not constitute a project as defined by
the California Environmental Quality Act.
` _- --
/
HARRIS SIDDIQUI
ASSISTANT ENGINEER
i
L
BILL EKERN
COMMUNITY DEVELOPMENT DIRECTOR
"
ROBERT B.
