R E P O RT 7.A. - Page 273 <br /> To the Redwood City Planning Commission <br /> From Plannin Staff <br /> July 2, 2013 <br /> SUBJECT <br /> Amendments to the Downtown Precise Plan and approval of Vesting Tentative Parcel <br /> Map, Downtown Planned Community Permit, and Disposition and Development <br /> Agreement upon consideration of Initial Study Checklist, for a new development <br /> consisting of 296,000 square feet of office space and 5,075 square feet of restaurant <br /> space at 950 Middlefield Road <br /> RECOMMENDATION <br /> 1. Adopt a Resolution (Attachment 1) considering an Initial Study Checklist and <br /> recommending approval of amendments to the Downtown Precise Plan; and <br /> 2. Adopt a Resolution (Attachment 4) considering an Initial Study Checklist and <br /> recommending approval of a Vesting Tentative Parcel Map and Downtown Planned <br /> Community Permit for a new development consisting of 296,000 square feet of office <br /> space and 5,075 square feet of restaurant space; and <br /> 3. Adopt a Resolution (Attachment 8) recommending approval of a Disposition and <br /> Development Agreement between the City and Hunter/Storm, LLC. <br /> BACKGROUND <br /> Project Description <br /> This project, consisting of 296,000 square feet of office space, is proposed by <br /> Hunter/Storm, LLC. The ground floor would consist of small office suites, lobbies, and a <br /> 5,075 square foot restaurant space. The project also includes a parking garage with 904 <br /> parking stalls. The garage would consist of two underground levels and four above- <br /> ground levels. Automobile access to the garage would be taken from the intersection of <br /> Middlefield Road and Winslow Street. Above the parking podium the project is <br /> expressed as two buildings: Building A, which is located at the corner of Jefferson and <br /> Middlefield, rises an additional 6 stories (considered to be 8 stories total due to the <br /> double-height uses wrapping the garage); and Building B, which is adjacent to the <br /> Caltrain station, rises four stories above the podium level (considered to be 6 stories <br /> total). Atop the parking podium, along the back side of the project and adjacent to the <br /> rail road corridor is a large open space for use by building tenants. A second open <br /> space, a plaza which is located on private property, but will remain accessible to the <br /> general public, will be placed at-grade in front of Building B. <br /> A study session was held with the City Council on this project on June 10, 2013. Staff <br /> updated the Council on recent and upcoming events relating to the development. In <br /> particular, the effects of the State's decision not to grade-separate the High Speed Rail <br /> system (which will leave the Caltrain system at grade, but electrified) conflicts with <br /> assumptions that were made during the creation of the Downtown Precise Plan and the <br /> City's ability to create connections across the railway.
