7.A. - Page 274 �rea, as were details of the Hunter/Storm project itself were also <br /> discussed. <br /> Discussion <br /> Amendment to Downtown Precise Plan <br /> In an effort to further refine the City's vision for powntown and to facilitate this <br /> development project, the following amendment has been proposed to the Downtown <br /> Precise Plan. The changes are summarized below, and further details have been <br /> provided in Attachment 3. There are three aspects to the amendment: <br /> 1. Removal of Depot Circle. Staff has determined that while conceptually it was very <br /> appealing, after further in depth analysis the Depot Circle concept proved difficult to fully <br /> implement. The Circle concept makes the property at the corner of Winslow and <br /> Hamilton, commonly known as the Winslow Lot, very difficult to develop. The concept <br /> would reduce the existing parcel by nearly 50% and create an irregular shape to the <br /> remaining developable parcel. Additionally, the free flow of automobiles through the <br /> circle would create crossing difficulties for people on foot in one of Downtown's most <br /> active pedestrian areas. <br /> 2. Removal of Theatre Way Extension. The DTPP originally proposed extending <br /> Theatre Way through the project site in order to establish a connection across the <br /> existing railroad alignment upon the eventual undergrounding or elevation as part of the <br /> State's High-Speed Rail project. However, the prospect of undergrounding or elevating <br /> the railroad have been set aside for the foreseeable future, and therefore the extension <br /> of Theatre Way would no longer serve the intended purpose. <br /> 3. General Improvements. The DTPP has been used in the review of seven formal <br /> development applications, and while it is performing very well, staff has identified <br /> several opportunities for minor revisions that could eliminate confusion and increase <br /> flexibility while still maintaining a strong commitment to excellent design. <br /> Vesting Tentative Parcel Map <br /> Pursuant to Chapter 30 of the Municipal Code (the Subdivision Ordinance), the project <br /> requires approval of a Vesting Tentative Parcel Map. The project site is comprised of <br /> three contiguous parcels that would be combined to create a single legal lot. One of the <br /> parcels, which accounts for the largest portion of the site, is presently owned by the City <br /> and would be sold to the developer under the terms outlined in the DDA (discussed <br /> below). The other two parcels are presently owned by the developer. The proposed new <br /> lot is shown in Attachment 6. <br /> Downtown Planned Community Permit <br /> Development on the site is regulated by the Downtown Precise Plan (DTPP). Per <br /> Section 2.0.3-A-2 of the DTPP, because the site is greater than 30,000 square feet this <br /> proposal must follow the review process for a"Large Project" as described on Page 30. <br /> Due to its complex nature, and its City-owned location, this project is being considered <br /> by the City Council. While a project such as this would typically be considered by the <br /> Planning Commission, in this instance the Planning Commission is being asked to <br /> provide a recommendation to the City Council, who will have approval authority. <br />
