The existing grant with Streetline provides information for on-street parking
spaces only. Redwood City's parking program includes both on-street spaces
and parking in garages and lots. To have one source of data for on-street
parking and a different one for off-street parking (the garages) would be
cumbersome for the public and would restrict use and management of the public
parking supply as one integrated system. Rather than soliciting a separate
operating system for the garages and delaying implementation past the 3-month
pilot of the on-street system, staff recommends expanding the Streetline system
into the garages.
The recommended agreement is a three-year commitment, which coincides with
the planned construction timeline of the Block 2 project and the associated loss
of the 200+ parking spaces in the Middlefield Lot. The activation fee for the
garages is $5,400, with a monthly service fee of$350. The three year cost of the
garage program is $18,000. Staff recommends authorization of $20,000 for this
effort, providing a contingency fund of$2,000.
ALTERNATIVES
The City Manager may direct staff to publicly solicit proposals for the acquisition,
installation, and maintenance of a garage parking technology.
FISCAL IMPACT
The purchase costs will be charged to Redwood City's Parking Fund (681).
ENVIRONMENTAL REVIEW
Purchasing web- and mobile-based parking availability services is not a project
under CEQA.
3
