, � <br /> INTEROFFICE MEMORANDUM <br /> TO: BOB BELL <br /> FROM: JESSICA MANZI <br /> SUBJECT: STREETLINE AGREEMENT <br /> DATE: JULY 19, 2013 <br /> CC: SHOBUZ IKBAL, BILL EKERN, PAMELA THOMPSON <br /> SUBJECT <br /> Award of sole-source service agreement for web- and mobile-based parking <br /> availability application <br /> RECOMMENDATION <br /> Execute an agreement with Streetline, Inc. of Foster City, CA, for purchase of <br /> ParkEdge Basic and ParkEdge Premium off-street parking equipment and <br /> smartphone technology, in an amount not to exceed $20,000, per Sec. 2.77 of <br /> the Municipal Code governing competitive bidding and finding that strict <br /> compliance would not serve the public benefit. <br /> BACKGROUND <br /> Anticipating the impacts of downtown development on the parking supply, City <br /> staff members are evaluating options to assist residents, merchants, and visitors. <br /> Additionally, as part of its proposal for the development of the City's Block 2 <br /> property, Hunter-Storm proposed a parking application for use on mobile <br /> devices. Subsequently, staff began working with local firm, Streetline, to test its <br /> parking technology, which provides not only this mobile application, but data <br /> collection and evaluation support as well. <br /> ANALYSIS <br /> The City received a grant from Streetline, Inc. to install Streetline's parking <br /> technology on portions of Jefferson Avenue and Broadway. Through this <br /> technology, the public can identify available on-street parking spaces using a <br /> mobile application. The grant includes devices to provide information on 100 <br /> parking spaces on Jefferson and Broadway at no cost to the City, for a three- <br /> month trial period. The on-street system was installed in May 2013 and went live <br /> in mid June. The intent of this sole source agreement is to expand the Streetline <br /> technology for use in the Jefferson Street Garage and the Marshall Street <br /> Garage for a period of three years. <br /> When acquiring such technology, the City follows certain purchasing provisions <br /> provided in Article VII of Chapter 2 of the Redwood City Municipal Code <br /> (Purchasing Ordinance).
