Comprehensive 2013 Zoning Ordinance and General Plan Land Use <br /> Designation Amendment (301) <br /> Mr. Blake Lyon, Planning Manager, presented the report (on file). Vice Mayor Gee had <br /> some clarifying questions and statements regarding the importance of certifying City's <br /> Housing Element and also thereby streamlining the process and concentrating more on <br /> implementation. Ms. Thompson, City Attorney, spoke on the importance of this act and <br /> how it relates to compliance with state law, access to state funding, and reducing the <br /> potential for lawsuits. <br /> Public Comment <br /> Natalie Mattei, real estate manager with Safeway, said she oversees land use on the <br /> Peninsula and she thanked staff for the new zoning language and the good working <br /> relationship as it relates to their existing operations. She spoke in favor of this item. <br /> Shauun Cartwright, representing Peninsula Direct Action, said she is heartened that the <br /> elderly and homeless will be cared for by new zoning, but is concerned about the lack of <br /> fow income housing. She is concerned that "below market rate" residents, in areas that <br /> includes Pete's Harbor and possibly Docktown, are being displaced and losing housing <br /> in the city due to decisions being made at this level. <br /> Leslie Webster, representing Save's Pete's Harbor, expressed her concern against the <br /> Paul's Corporation evicting people from the marina and the loss of at least 500 <br /> affordable housing units. She is concerned that the Housing Element does not address <br /> affordable housing and opined that people should get help to live here and not be <br /> pushed out. <br /> Ronald Freeman said there is a need for affordable, high density housing for low <br /> income people, such as apartments, duplexes, and multiplexes. He questioned why <br /> developers are so interested in this area. He opined that the Mel's Bowl project was a <br /> huge hit against affordable housing; he does not want decisions like that where it does <br /> not benefit the community in terms of housing. He does not want residential <br /> neighborhoods rezoned. <br /> James Lee said he wants stronger language in Commercial Parks District Zoning <br /> Amendment in regards to the water front, areas of sea level rise,and impacts on the <br /> community. He also wants the city to work more with the State Lands (Commission) <br /> and Bay Conservation and Development Commission. He shared concerns regarding <br /> the lack of affordable or Below Market Rate housing and consideration of the <br /> community when reconfiguring the city. <br /> Lyn Chow Jonas spoke about learning a lot about the city in talking with neighbors, and <br /> how she and her husband believe in being vested members of the community, such as <br /> CITY COUNCIL March 11, 2013 <br /> MEETING MINUTES PAGE 9 <br /> MINUTE BOOK NO. 64 <br /> Page No. 300 <br />
