Park and Recreation Commissfon Page 2 <br /> Minutes of March 28, 2007 <br /> ITEM 2—ADOPTION OF 2007 COMMISSION WORK PLAN <br /> The Commission discussed whether or not to retain the Cargill Lands issue on the work <br /> plan. During the February meeting, the Commissioners had suggested the item be <br /> removed from the plan as it is unlikely that any major decisions regarding the area will <br /> be made within the current fiscal year. <br /> M/S Swope/Joseph: To adopt the 2007 Commission Work Plan retaining the <br /> Cargill Lands issue with a projected completion date to be determined. <br /> Motion passed unanimously. <br /> ITEM 3— REQUEST COMMISSION COMMITTEE FOR HOOVER PARK <br /> RENOVATION <br /> Commissioners Joseph-Hover and Sargent volunteered to serve on this committee with <br /> Chairperson Slusser as alternate. <br /> ITEM 4—SUB COMMITTEE REPORTS <br /> Park Needs Assessment, Slusser <br /> Chairperson Slusser reported that the committee had met to refine the stakeholder list <br /> and that they were waiting for an instrument from the consultant that could be taken out <br /> to the public. Director Centeno reported that the committee had identified the City <br /> Manager, Community Development Director and Planning Manager as important <br /> stakeholders and that a meeting had taken place for their input. Notes from the meeting <br /> have not been received to date. The Committee canceled its 3/29/07 meeting as neither <br /> the notes from the meeting with City staff nor the proposed data gathering instrument <br /> were expected to be available. Director Centeno noted that our consulting firm also had <br /> a contract for the North Fair Oaks Visioning Project and they would work together where <br /> appropriate. <br /> Park Rules Enforcement, White <br /> Vice Chairperson White reported that the last committee meeting had been cancelled <br /> due to scheduling conflicts. Chairperson Slusser noted that he was putting the finishing <br /> touches on the Power Point presentation for the April 9th Council meeting to approve the <br /> rule changes. Director Centeno noted that she had met with the Police Chief who <br /> recommended that park monitoring staff be overseen by the Park, Recreation and <br /> Community Services Department, although he indicated we would have his full support <br /> for this staff in the field. In addition, a budget proposal has been submitted for additional <br /> casual staff to experiment with what type of presence we want to achieve in the parks. <br /> Solari Windmill, Joseph-Hover <br /> Commissioner Joseph-Hover reported that the project is still on schedule and provided <br /> details of her fundraising efforts. She noted it appeared easier to secure in-kind vs. <br /> dollar contributions. Commissioner Swope noted that there was an article in the latest <br /> Spectrum on the Windmill. Superintendent Hover brought the Commission up to date on <br /> the construction work taking place. The committee remains committed to have the <br /> windmill ready for the Memorial Day Ceremony at Union Cemetery. <br />
